Notice is hereby given that the City Cauncil of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, November 9, 2009. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit tbeir presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding ro any
comments other than ta refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings
on October 26, 2009 and November 2, 2009.
6. Receive and deliberate on reports and/or minutes from the
following boards, commissions, and committees:
a. Planning and Zoning Commission minutes (10-5-09)
b. Paris Historic Preservation Commission (10-14-09)
7. Deliberate on drainage ditch maintenance report.
8. Deliberate on the health insurance proposals.
Regular Agenda
9. Public hearing, first reading, deliberate and act on an Ordinance for
a change in zoning fronl an Agricultural District (A) to a One
Family Dwelling No. 2(SF-2) with a Specific Use Permit (2)
Hospital, Convalescent Home, Residence Home for the aged on a
48.07 tract of land being a part of the Joshua Moore Headright
Survey, Abstract No. 571, located in the 100 block of 47t'' Street
S.E.
l0.Deliberate and act on tbe Preliminary Plat and tbe Final Plat of Lot
1, Block A, Ray's Place Addition CB 78, located at 601 North
Main Street.
11.Firsti reading and deliberate on an Ordinance granting to Steve B.
Raney and Wendy L. Raney, DBA Yellow Cab Company, an
extension of an existing franchise to use the public streets, alleys,
and highways of the City of Paris for the purpose of transporting
passengers for hire in motor vehicles.
12.First reading and deliberate on an Ordinance granting to Steve B.
Raney and Wendy L. Raney, DBA City Cab Company, an
extension of an existing franchise to use the public streets, alleys,
and highways of the City of Paris for the purpose of transporting
passengers for hire in motor vehicles.
13.First reading and deliberate on an Ordinance granting to David
Thompson DBA Lone Star Cab Company, an extension of an
existing franchise to use the public streets, alleys, and highways of
the City of Paris for the purpose of transporting passengers far hire
in motor vehicles.
14.First reading, deliberate and act on an Ordinance extending the
moratorium on the issuance of permits under the City Code of
Ordinances and specific use permits under the City Zoning
Ordinance for the placement of mobile homes or HUD-Code
manufactured homes on any property located within the corparate
city limits of the City of Paris.
15.Public hearing, first reading, deliberate and possibly act on an
Ordinance adopting an amended Drought Contingency Plan.
16.Deliberate and act on a resolution amending the Water
Conservation Plan.
17.Deliberate and act on a resolution in support of extending the Trail
de Paris from the east side limits of Reno through Blossom, Texas.
18.Deliberate and act on a resolution approving an application for
funding through the Texas Department of Transportation for the
Safe Routes to Schools Infrastructure Grant Program for
infrastructure improvements to ereate a safe environment for
children to be able to walk or ride bikes to and from schools in the
Paris Independent School District; and authorizing the City
Manager to negotiate and execute all necessary documents.
19.Deliberate and possibly take action on certificates of obligation
and refunding bond issues.
20.Receive and deliberate on status of Capital Improvement progress.
21.Deliberate on presentation by Pacer Energy Marketing, LLC, on a
TCEQ Air Quality Permit Application for a fuel loading facility
proposed near the railroad crossing at W. Washington Street.
22.Deliberate and act on the contract with Bureau Veritas and
employment of Building Official and/or Inspector.
23.Consider and approve future events for City Council and/or City
Staff pursuant to Resolution No. 2004-08 1.
24.Adjournment.
