O1/25/10 RECOMMENDED MOTION: Motion to approve a policy governing the sale of small surplus items. POLICY ISSUE(S): Fiscal management From time to time the City has personal property that it needs to sell for which there is limited demand. The most common example of this is scrap metal (such as old water meters or the metal removed from the roof of the west side fire station) accumulated in the course of conducting business. Currently, to dispose of surplus material we must go through a sealed bid or public auction which can take some time and can be relatively costly. In order for the current process to be cost effective, the City must accumulate a large enough quantity to make it worthwhile. The accumulated scrap material is unsightly, can take up needed space, and can potentially lose value while we wait for material to sell. The proposed policy would allow the sale of such items after obtaining informal bids from at least two sources (when possible) for such items provided that the market value of any such items is $1,000 or less. Items with a value of more than $1,000 or more will continue to be sold at either public auction or by sealed bid after notice is published in the local newspaper. This policy is similar to the language in the original city charter section 74. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ESTABLISHING AND APPROVING A POLICY FOR THE SALE OF SURPLUS PERSONAL PROPERTY WITH A VALUE OF $1,000 OR LESS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, on occasion, the City has surplus personal property that it needs to sell for which there is limited demand, such as scrap metal from old water meters, etc.; and, WHEREAS, in order to expediently dispose of miscellaneous surplus personal property belonging to the City of Paris it is deemed appropriate to establish a policy for the sale of surplus personal property with a value of $1,000 or less; and, WHEREAS, the proposed policy for the sale of surplus personal property with a value of $1,000 or less, attached hereto as Exhibit "A", should be approved. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, THAT: Section 1. The findings set out in the preamble to this resolution are hereby in all things approved. Section 2. The Policy for the Sale of Surplus Personal Property with a value of $1,000 or less, attached hereto as Exhibit "A" be, and the same is hereby approved. Section 3. Kent McIlyar, City Attorney - i:lJ~~ 5 Ij-, SALE OF CITY PERSONAL PROPERTY The City Manager is authorized to sell to the highest bidder any personal property belonging to the City that has the value of$1,000 or less and has been determined by the City Manager to be surplus. When possible, the opportunity shall be given for open competition by taking at least two informal bids on said property from businesses or individuals expressing an interest in the surplus property with the property being awarded to the highest bidder.
