Notice is hereby given that the City Council of the City of Paris shall meet in regzlar session
at 5:30 p.m. on Monday, February 22, 2010. The meeting will be held at the City Council
Chamber, 107 E. Kaufrnan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. The
Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the
matter to a future agenda, to an existing policy, or to a staff person with specific factua] information.
Claims against the City, Council Members, or employees, as well as individual personnel appeals are not
appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single actiou of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on February 8, 2010.
6. Receive and deliberate on reports and/or minutes from the following boards,
cominissions, and committees:
a. Paris Economic Development Corporation board Meeting minutes (1-13-2009, 2-
10-2009, 3-16-2009, 4-14-2009, 5-12-2009, 6-9-2009, 7-9-2009, 8-3-2009, 8-14-
2009, 9-8-2009, l 0-13-2009, 10-31-2009, 1 l-10-2009, 12-8-2009, 1-12-2010, and 1-

b. Building and Standards Coinmission minutes 0-19-2009)
c. Historic Preservation Commission (1-13-2010)

7. Deliberate on January monthly financial report.
Regular Agenda
8. Public hearing, first reading, deliberate, and possibly act on an Ordinance considering the
petition of GBT Realty for a change in zoning from a One-Family Dwelling District No.
2(SF-2) to a Commercial District (C), on Lot Part of 9, City Block 250, located in the
2300 Block of North Main Street.
9. Public hearing, first reading, deliberate, and possibly act on an Ordinance amending
Chapter 22 Mobile Homes and Mobile Home Parks, replacing Articles I and IIl of
Chapter 22 of the Code of Ordinances, amending Section 8-101, Primary Residential
Uses, of the City Zoning Ordinance to designate appropriate zoning districts for HUD
Code Manufactured Homes and HUD Code Manufactured Home Parks, and amending
Section 12-100 of the City Zoning Ordinance to provide for a specific use permit
requirement for HUD Code Manufactured Home use in a One-Family Dwelling (SF-3)
zoning district.
lO.First reading, deliberate and possibly act on an Ordinance amending the Traffic Control
Map to place a no parking zone in the 2300 block of Stillhouse Road.
1 1.Deliberate and act on a Resolution approving an agreement with Steve Coker to manage,
instruct, and coordinate softball programs for the City of Paris; and authorizing the City
Manager to negotiate and execute all necessary documents.
12.Deliberate and act on a Resolution authorizing a grant application through the Office of
the Governor's Criminal Justice Division to continue the Felony Crimes Unit Grant and
authorizing the City Manager to negotiate and execute all necessary docuinents.
13.Deliberate on an update on the Collegiate Drive and Stillhouse projects.
14.Convene into Executive Session pursuant to Section 551.074 of the Texas Government
Code to deliberate the appointment, employment, evaluation, reassigmnent, duties,
discipline, or dismissal of City Manager.
15.Reconvene into open session to possibly deliberate and act on the extension of the City
Manager's employinent agreeinent.
16.Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
