BACKGROUND:
A request was made to the traffic coinmission concerning vehicles parking in the 2300 block Stillhouse
Road blocking view of traffic turning from Levi Lane. It was reported that vehicles parked on the east side
of Stillhouse Road block the view of northbound traffic on Stillhouse for drivers stopped on Levi Lane
waiting to turn. Currently a"No Parking Zone" does not exist in the 2300 block Stillhouse Road, west of
Chili's Restaurant.
The "No Parking Zone" request was presented to the Traffic Commission on January 5, 2010. The
Commission Yecommended on a 5-0 vote that a"No Parking Zone" be placed on east side of the road in
the 2300 block Stillhouse Road.
BOARD/COMMISSION RECOMMENDATION:
The Traffic Coinmission recommends establishment of a"No Parking Zone" in the 2300 block of
Stillhouse Road on east side of road.

Traffic Commission
City of Paris
The Traffic Commission met on Tuesday, January 5th, 2010, at 5:15 P.M. in the
Municipal Courtroom with the following members present:

The city staff was represented by Asst. Chief Randy Tuttle.
Councilman Joe McCarthy was present a council liaison member
The meeting was called to order at 5:17pm by Chairman Kimbrough. A quorum
was established by 5 members being present.
Mr. Kimbrough asked the commission members to review the submitted minutes
of the November 3rd, 2009 meeting. Mr. Banks made a motion to approve the
minutes which was seconded by Mr. Holmes and passed 5-0.
Mr. Kimbrough moved to item #3 regarding the discussion and action for a
request to place a No Parking Zone on the east side of Stillhouse Road north of
Loop 286 and south of Levi Lane. After discussion of this item Mr. Banks made a
motion to place a No Parking Zone on the east side of Stillhouse Road north of
Loop 286 and south of Levi Lane. The motion was seconded by Mr. Kohls and
passed 5-0.
Mr. Kimbrough moved to item #4 to regarding discussion and action concerning a
request for a No Parking Zone on the south side of E. Cherry St. between N.
Main and 1St NE. This item had been tabled at October 6, 2009 meeting. A
motion to remove item from table was made by Mr. Holmes and second by Mr.
Kohls. Motion passed 5-0. After discussion of this item a motion to deny the
request was made by Mr. McFadden and second by Mr. Kohls. Motion passed 5-
0.
Mr. Kimbrough moved to item #5 regarding future agenda items. There were no
future agenda items.
Mr Holmes moved for adjournment, seconded by Mr Kohls at 5:41 pm. Motion
carried 5-0.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, AMEIVDING THE TRAFFIC CONTROL MAP ADOPTED IN
SECTION 31-65 OF THE CODE OF ORDINANCES OF THE CITY OF
PARIS, TEXAS; ESTABLISHING A NO PARKING AREA ON THE EAST
SIDE OF STILLHOUSE ROAD IN THE 2300 BLOCK BETWEEN THE
HOURS OF 2:00 P.M. TO 4:00 P.M. ON MOIVDAY THROUGH FRIDAY;
MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE
SUBJECT; PROVIDING FOR A REPEALER CLAUSE, A SEVERABILITY
CLAUSE, A SAVINGS CLAUSE, A PENALTY CLAUSE; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the Traffic Commission at its regular meeting of January 5, 2010,
considered a request to establish a no parking area on the east side of Stillhouse Road
in the 2300 block between the hours of 2:00 p.m. to 4:00 p.m. on Monday through
Friday, from north of the Loop 286 service road to the south curbline of Levi Lane, as
depicted on Exhibit A attached hereto, because of reports that vehicles parking in this
area caused traffic congestion and a child safety issue and approved the request; and,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are
hereby in all things approved.
Section 2. That the Traffic Control Map adopted in Section 31-65 (b) of the
Code of Ordinances of the City of Paris, Texas, be, and the same is hereby, amended to
include the following 1Vo Parking areas:
"On the east side of Stillhouse Road in the 2300 block from north of
the Loop 286 service road going northeasterly to the south
curbline of Levi Lane from 2:00 p.m. to 4:00 pm. on Monday
through Friday."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in
conflict with the provisions of this ordinance are hereby repealed, and all other
provisions of the ordinances of the City of Paris not in conflict with the provisions of
this ordinance shall remain in full force and effect.
Section 4. That the repeal of any ordinance or part of ordinances affected by
the enactment of this ordinance shall not be construed as abandoning any action now
pending under or by virtue of such ordinance or as discontinuing, abating, modifying,
or altering any penalty accruing or to accrue, or as affecting any rights of the

municipality under any section or provisions of any ordinance at the time of passage
of this ordinance.
Section 5. That it is the intention of the City Council of the City of Paris that
this ordinance, and every provision hereof, shall be considered severable, and the
invalidity or partial invalidity of any section, clause, or provisions of this ordinance
shall not affect the validity of any other portion of this ordinance.
Section 6. That any person violating any of the provisions of this ordinance
shall be guilty of a Misdemeanor, and, upon conviction, shall be subject to a fine in
accordance with provisions of Sec. 106 of Chapter One of the City of Paris Code of
Ordinances, and each and every day's continuance of any violation of the
above-enumerated sections shall constitute and be deemed a separate offense.
Section 7. That by a supermajority vote of ayes and nays, the
City Council voted to suspend the rule requiring two readings before adoption of this
ordinance.
Section 8. That this ordinance shall become effective from and after its
passage of the first reading and publication as required by law.
PASSED AND ADOPTED on first and final reading this 22nd day of February,
2010.
