The Historic Preservation Commission meeting was called to order by Arvin Starrett, Chairman.

Motion was made by Paul Denney, seconded by Douglas Cox to approve the minutes for the
January 13, 2010 meeting. Motion camed 4-0.

The regular meeting of the Planning and Zoning Commission on Monday, February 1,
2010, was called to order at 5:31 p.m. by Bill Harris, Vice-Chairman.
A. The following members were present:

Darin Manning
Benny Plata
B. The following members were absent:
Curtis Fendley, Chairman
C. Shawn Napier, Director of Engineering, Planning and Development; and Council
Member Rhonda Rogers were also present.
2. Approval of minutes from ps•evious meeting. (January 4, 2010)
Motion was made by Keith Barnett, seconded by Darin Manning to approve the minutes
for the January 4, 2010 meeting. Motion carried 6-0.
3. Public hearing an.d considei•ation of and action on the petition of GBT Realiry for a change
in zoning from an One-Family Dwelling District No. 2(SF-2) to a Commercial District
(C), on Lot Part of 9, City Block 250, being located in the 2300 Block ofNorth Main Street.
Public hearing was declared open.
The following individuals spoke in favor of the petition.
Mark Ellis, 230 Anthony Drive, Tyler, Texas, surveyor on the project. Mr. Ellis stated
they are proposing a Dollar General Store at this location, which is predominately
commercial zoned property. He further stated the zoning change is an appropriate for
what they are asking.

There was no opposition present.
The public hearing was declared closed.
Motion was made by Bee Gannon, seconded by Richard Hunt to approve the zoning
change. Motion carried 6-0.
4. Coslsider•ation of and action on tlae Preliminafy Plat ofLot 1, Block A, Par•is DTP II, LLC
Addition, beifzg located in the 2300 Block of North Main Street.
Motion was made by Benny Plata, seconded by Darin Manning to approve the preliminary
plat, subject to the City Engineer's recommendations. Motion carried 6-0.
5. Consideration of and action on the Final Plat ofLot 1, BlockA, Paris DTP 11, LLC
Addition, being located in the 2300 Block of Nof-th Main Stf•eet.
Motion was made by Bee Garmon, seconded by Keith Barnett to approve the final plat,
subject to the City Engineer's recommendations. Motion carried 6-0.
6. Consideration of and possible action on a HUD Code Manufactur•ed Home ordinance.
Shawn Napier presented the HUD Code Manufactured Home Draft Ordinance to the
commissioners. Motion was made by Bee Garmon, seconded by Darin Manning to add
skirting requirements to the ordinance. Motion carried 6-0. Motion was made by Benny
Plata, seconded by Bee Garmon to delete Item 6 of page 11 of 18. Double street frontage of
HUD-Code Manufactured Home spaces shall be avoided, from Section 22-43. HUD-Code
Manufactured Home Space. Motion carried 6-0.
Meeting adjourned at 6:35 p.m.
