00-AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, March 8, 2010. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meeting on February 22, 2010. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Historic Preservation Commission minutes (1-25-2010) b. Planning and Zoning Commission minutes (2-1-2010) 7. Deliberate and act on Resolutions awarding bids for various street construction and maintenance materials, and authorizing the City Manager to negotiate and execute all necessary documents. Regular Agenda 8. First reading, deliberate, and possibly act on an Ordinance authorizing the issuance and sale of the City's Combination Tax and Revenue Certificates of Obligation, Series 2010, and resolving other matters. 9. Deliberate and act on administration of building permit and plan review services. 10. Presentation of the annual report on racial profiling policy. 11. Deliberate and act on the Final Plat of Lot 1, Block A, Mirabeau Square 287 Addition, located at 3552 Lamar Avenue. 12. Second reading, deliberate, and possibly act on an Ordinance amending Chapter 22 Mobile Homes and Mobile Home Parks, replacing Articles I and III of Chapter 22 of the Code of Ordinances, amending Section 8-101, Primary Residential Uses, of the City Zoning Ordinance to designate appropriate zoning districts for HLTD Code Manufactured Homes and HUD Code Manufactured Home Parks, and amending Section 12-100 of the City Zoning Ordinance to provide for a specific use permit requirement for HUD Code Manufactured Home use in a One-Family Dwelling (SF-3) zoning district. 13. First reading, deliberate and possibly act on an Ordinance amending Article II, Regulation of the Collection of Solid Waste, of Chapter 16, entitled Garbage and Other Waste Material, to the Code of Ordinances of the City of Paris, Texas, by amending Section 16-25, Rules for Placement of Bags or Bundles for Residential Collection, providing for leaves being placed in containers in lieu of bags and amending Section 16-27(e) Disposal of bulk items from residential unit, large brush pickup, fees; providing for leaves being placed in containers in lieu of bags and establishing a fee for each bag or box exceeding the limit. 14. Deliberate and act on a Resolution awarding the bid and awarding the contract for the Texas Capital Fund Main Street Improvements Project, TCF #728002, to the lowest responsible bidder. Hayter Engineering's recommendation for award to Texas Capital Fund Main Street Improvements Project TCF #728002. 15. Deliberate and act on options for herbicide applications for the Parks Department. 16. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 17. Convene into Executive Session pursuant to Section 551.072 of the Texas Government Code to discuss and deliberate the purchase, exchange, lease, or value of real property. 18. Reconvene in open session to deliberate and possibly act on matters discussed in Executive Session. 19. Adjournment.
