Move to deny the Final Plat of Lot 1, Block A, Mirabeau Square 287 Addition, located at 3552 Lamar
Avenue.

BACKGROUND:
This is the final plat for Lot 1, Block A, Mirabeau Square 287 Addition, located at 3552 Lamar Avenue.
Several years ago, the Texas Legislature mandated that all plat requests must be acted upon within 30
days or they were presumed passed as submitted. Since the owner has failed to timely submit a
corrected plat reflecting the City Engineer's recommendations, therefore staff recommends denial of the
final plat. Denial of the final plat resets the clock and allows the owner to address the City's concerns.
BOARD/COMMISSION RECOMMENDATION:
P&Z recommended approval of the final plat, subject to City Engineer's recommendations (including
the addition of utility easements for other franchise utility companies to cover use up to the buildings in
the rear of the shopping center), by a vote of 4-0.

SUBJECT: Mirabeau Square 287 Addition
1 have reviewed the final plat of the above referenced addition. It appears that the final plat
complies with the City of Paris subdivision regulations with the following exceptions.
l. Change the wording on the "Proposed Oncor Electric Service Easement" to a Utility
Easement.
2. Change the wording on the "Proposed Surface Drainage Easement" to a Drainage
Easement.
3. Remove the proposed 60-foot wide drainage easement from the plat. The stonn sewer
line goes under a portion of the shopping center.
4. Add emergency access easements (Fire Lanes) in the front and rear of the center.
5. A Subdivision Improvement Agreement must be completed prior to Council approval of
this plat. The Agreement is for drainage ditch improvements and putting a meter on a
water line that goes underneath the shopping center to a fire hydrant in the southwest
corner of the shopping center.
I recommend approval of the final plat upon submission of a completed Subdivision
Improvement Agreement and a corrected mylar copy with signatures of the surveyor and owners
prior to noon on March 5, 2010.
