CITY COUNCIL AGENDA ITEM BRIEFING SHEET
Submittal Date:
Originating Department:
Presented By:
Agenda Item No.:
03/03/10
Steve McFadden,
Council Date:
City Council
Interim Director of Public Works
15.
03/08/10
RECOMMENDED MOTION:
Move to authorize the creation of an M-1 position in the Parks Department and for staff to begin
herbicide application instead of contracting far the service.
POLICY ISSUE(S):
Grounds maintenance; Fiscal management
BACKGROUND:
In 2005, the City requested RFPs for herbicide spraying and selected Spraymax as the vendor. The five-
year term of the contract expired December 31, 2009 and staff has developed two options for
consideration:
Option 1- Spray in-house according to specifications with one additional employee (M-1
position) added to city staff. This allows for spraying additional properties, spraying an
additional round of post-emergent, and adding additional drainage ditches. While it will take
longer to perform the spraying in-house, during non-spraying periods the new employee will be
able to assist in the maintenance of ditches and right-of-ways.
Option 2- Re-bid spraying contract with changes and adjustments to specifications.
Performing the same level of service in-house will cost $10,089 less than the level of service quoted
under the Spraymax contract. That difference will be used to buy the materials to add additional areas
and a second round of post-emergent. Since there is already $40,000 budgeted for contract spraying,
Option 1 is budget neutral. Staff recommends Option 1 because of the higher level of service and
additional help maintaining ditches and right-of-ways.
BOARD/COMMISSION RECOMMENDATION:
EXHIBITS:
Loranger memo; Cost comparison chart; Bid specs
ACTION:
BUDGET INFO:
❑ Financial Report ❑ Minute Order
Expense
❑ Department Report ❑ Resolution
gudgeted Amt.
$40,000
❑ Presentation ❑ Ordinance
y'r'D Actual
$ -0-
❑ Public Hearing ❑ Other
Acct.
