2010-034 RES ACCEPTING BID AND AWARDING CONTRACT FOR PURCHASE OF PORTLAND CEMENT CONCRETERESOLUTION NO. 2010-034 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, ACCEPTING THE BID AND AWARDING THE CONTRACT FOR THE PURCHASE OF PORTLAND CEMENT CONCRETE TO TRANSIT MIX IN THE AMOUNT OF $87.00 PER CUBIC YARD FOR CLASS "A" (5 SACK), $89.00 PER CUBIC YARD FOR CLASS "C" (6 SACK), AND $82.00 PER CUBIC YARD FOR PORTLAND CEMENT GROUT, FOR USE I1V THE PUBLIC WORKS DEPARTMEIVT OF THE CITY OF PARIS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARIIVG AN EFFECTIVE DATE. WHEREAS, by Invitation to Bid published in the Paris News on January 31, 2010 & February 7, 2010, the Public Works Department of the City of Paris solicited bids for roadway materials to be used by the Street, Water and Sewer Divisions of the Public Works Department from March 1, 2010 through March 1, 2011; and, WHEREAS, the lowest responsible bid received for Portland Cement Concrete was made by Transit Mix in the amount of $87.00 per cubic yard for Class "A" (5 sack), $89.00 per cubic yard for Class "C" (6 sack), and $82.00 per cubic yard for Portland Cement Grout; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the bid of Transit Mix for the furnishing and delivery of Portland Cement Concrete for use in the various divisions of the Public Works Department, in the amount of $87.00 per cubic yard for Class "A", $89.00 per cubic yard for Class "C," and $82.00 per cubic yard for Portland Cement Grout, is hereby accepted and let conditioned upon said vendor meeting all of the terms and specifications included in the bid documents, attached hereto as Exhibit A. INVITATION FOR BIDS FOR THE FURNISHING AND DELIVERY OF PORTLAND CEMENT CONCRETE FOR USE IN THE PUBLIC WORKS DEPARTMENT CITY OF PARIS PARIS, TEXAS FEBRUARY, 2010 BID SPECIFICATIONS Portland Cement Concrete Requirements: It is estimated that 2,000 total cubic yards of Portland Cement Conerete will be required in the operation of the various divisions of Public Works during the period of March 1, 2010 through March l, 2011. A minimum is not guaranteed. Specifications: Portland Cement Concrete must conform to Item 421, 2004 edition of "Texas Department of Transportation Standard Specifications for Construction and Maintenance ofHighways, Streets and Bridges State Department of Highways and Public Transportation Specifications" or later edition. All materials must be from an approved TXDOT material source, Bidder must provide documentation that material has been tested and meets TXDOT specifications. The Portland Cement Concrete Plant and related equipment shall be of an approved type and size that will provide uniform distribution of material throughout the mass, and shall be capable of producing concrete mix meetin~ the requirements of these specifications. Deliver : Delivery to be made to the project sites within and near the City of Paris, Texas. Routine deliveries will be made during the hours of 8:00 A.M. to 5:00 P.M., Monday through Friday; special deliveries will be scheduled in advance by the Public Works Department in order to meet work requirements. Basis of Award: It is the intention of the City of Paris to award this contract on the basis of the lowest delivered price that meets the specifications, and the special work requirements stipulated by the Street Division; however, the City of Paris reserves the right to reject any and all bids, to waive any informality in bidding, and to award the bid as may be advantageous to the City of Paris. Price/payment: Bid price should be the delivered price, regardless of multiple project locations requested by the Public Works department and exclusive of any applicable taxes. Bidder is hereby notified that the City is exempt from state and local sales taxes. The City of Paris tax exemption number is 1-756000635. A tax exempt certificate will be furnished upon request. Payment will be made within thirty (30) days after receipt and acceptance of the materials.
