00-AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, April 12, 2010. The meeting will be held at the City Council Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meetings on March 22, 2010 and Apri15, 2010. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Building and Standards Commission (1-20-2010) b. Traffic Commission (2-2-2010) c. Airport Advisory Board (11-19-2009; 1-21-2010) d. Paris Histaric Preservation Commission (3-10-2010) e. Planning and Zoning Commission (3-1-2010) Regular Agenda 7. Hear and deliberate on Paris Economic Development Corporation quarterly report. 8. Hear and deliberate on presentation of Community Planning Project. 9. Second public hearing, second reading, deliberate, and act on continuation, modification or abolishment of Paris Children's Curfew Ordinance No. 2007-007. 10. Hear and deliberate on independent audit of the city's financial records. 11. Deliberate and act on the Master Plat and the Preliminary Plat of Lots 1-3, Block A; Lots 1-6, Block B; Lots 104, Block C, Robinson Addition 318, located in the 3200 Block Loop 286 N.E. 12. First reading, deliberate and possibly act on an Ordinance declaring the unopposed candidates in Council Districts 1 and 3 for the May 8, 2010, general election elected to office; determining that no election be held; and directing that a certificate of election be issued to the unopposed candidates. 13. First reading, deliberate, and possibly act on an Ordinance approving the placement of a stop sign at the intersection of 17`h SW and Kaufman, stopping north-and southbound traffic. 14. First reading, deliberate, and possibly act on an Ordinance establishing maximum, reasonable and prudent rates of speed on FM 1507 (Jefferson Road and Evergreen) from its beginning at the intersection with SH 19/24 to its intersection with FM 905, which includes the locations of the new Paris High School and the old Paris High School. 15. First reading, deliberate, and possibly act on an Ordinance approving the placement of signal light and crosswalk at the intersection of 33`d and Lamar Ave. 16. Deliberate and act on a Resolution accepting the proposal of Whitaker Homes to construct up to five new single family homes in the City of Paris, Texas under the Texas Department of Housing and Community Affairs Home Owner-Occupied Program Grant Contract No. 1001053; and authorizing the City Manager to negotiate and execute all necessary documents. 17. Deliberate and act on a Resolution approving submission of an application to the Texas Department of Housing and Community Affairs HOME Owner-Occupied Program in the amount of $450,000 for the rehabilitation/reconstruction of single family homes. 18. Deliberate and act on a Resolution approving and accepting a proposal for architectural services from Denney Architects for the Bywaters Park Peristyle Restoration Project. 19. Deliberate and act on a Resolution appointing members to various boards, commissions, and committees. 20. Deliberate and act on administration of building permit and plan review services. 21. Deliberate and possibly act on adoption of a code of ethics for City Council, boards, commissions and committees. 22. Hear and deliberate on report of update on residential demolition. 23. Consider and approve future events for City Council andlor City Staff pursuant to Resolution No. 2004-081. 24. Convene into Executive Session a. Pursuant to Section 551.074 of the Texas Government Code to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee as follows: Annual evaluation of the Municipal Court Judge. b. Pursuant to Section 551.072 of the Texas Government Code to deliberate the purchase, exchange, lease, or value of real property. 25. Reconvene into open session to possibly deliberate or act on those matters discussed in Executive Session. 26. Adjournment.
