BACKGROUND:
A complaint was received by the Traffic Commission stating that the intersection of 17th SW &
Kaufman, which is currently not controlled by a traffic device, was a hazard to traffic. A review of
Police records for the last three years revealed one accident at this intersection (in 2009). The stop sign
request was presented to the Traffic Commission on February 2, 2010, which recommended a stop sign
be placed at the intersection for north and southbound traffic.
BOARD/COMMISSION RECOMMENDATION:
The Traffic Commission recommends placement of stop signs for north and southbound traffic at 17th
SW & Kaufman.

ORDINANCE N0.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING THE TRAFFIC CONTROL MAP ADOPTED IN SECTION 31-
65(b), OF THE CODE OF ORDINANCES OF THE CITY OF PARIS, TEXAS;
ESTABLISHING A STOP SIGN ON 17th STREET SW AT WEST KAUFMAN
STREET STOPPING NORTH- AND SOUTH-BOUND TRAFFIC; MAKING
OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT;
PROVIDING A REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS
CLAUSE, A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Paris Traffic Commission is charged with reviewing and
evaluating proposals to add or remove traffic control devices on City streets and roadways
throughout the City of Paris; and,
WHEREAS, among those traffic control devices evaluated by the Traffic Commission
is the placement of stop signs at various intersections throughout the City; and,
WHEREAS, the Traffic Commission, at its regular meeting of February 2, 2010,
considered and evaluated a request for the placement of a stop sign at the intersection of
17th Street SW and West Kaufman Street, to stop the north- and south-bound traffic on 17th
Street SW and, having done so, found and determined that the placement of stop signs at
this location in the City of Paris is necessary to protect the health and safety and is in the
best interests of the citizens of the City of Paris.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in
all things approved.
Section 2. That the Traffic Control Map of the City of Paris, Texas, as amended, and
as adopted in Paragraph (b) of Section 31-65, Chapter 31, of the Code of Ordinances of the
City of Paris, Texas, be, and the same is hereby, further amended to include the following
stop signs:
"Stop Sign - on 17th Street SW at West Kaufman Street stopping North-
and South-bound traffic."
Section 3. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.

Section 4. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section S. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 6. That any person violating any provision of this ordinance shall be guilty of
a Misdemeanor, and upon conviction, shall be subject to a fine in accordance with provisions of
Sec. 1-6 of Chapter One of the City of Paris Code of Ordinances, and each and every day's
continuance of any violation of the ab ove- enumerated sections shall constitute and be deemed
a separate offense.
Section 7. That by a supermajority vote of _ ayes and _ nays, the City Council
voted to suspend the rule requiring two readings before adoption of this ordinance.
Section 8. That this ordinance shall become effective from and after its passage of the
first reading and publication as required by law.

Traffic Commission
City of Paris
The Traffic Commission met on Tuesday, February 2nd, 2010, at 5:15 P.M. in the
Municipal Courtroom with the following members present:

Ken Kohls

Ray Banks

Stephen Holmes

George Kimbrough
The city staff was represented by Asst. Chief Randy Tuttle.
Councilman Joe McCarthy was present a council liaison member
The meeting was called to order at 5:15pm by Chairman Kimbrough. A quorum
was established by 5 members being present.
Mr. Kimbrough asked the commission members to review the submitted minutes
of the January 5th, 2010 meeting. Mr. Holmes made a motion to approve the
minutes which was seconded by Mr. Banks and passed 5-0.
Mr. Kimbrough moved to item #3 regarding the discussion and action for a
request to place a school zone at the new Paris High School in the 2900 block
SE Loop 286. After discussion of this item Mr. Holmes made a motion to request
TXDOT do a traffic study for the placement of a school zone at this location. The
motion was seconded by Mr. McFadden and passed 5-0.
Mr. Kimbrough moved to item #4 regarding discussion and action concerning a
request for a school zone in the 2900 block Jefferson at the new Paris High
School. Mr Tuttle informed the members that the Mayor had received a letter
from TXDOT requesting an ordinance on this school zone. The school zone
would be in effect from forty-five minutes prior to school and thirty minutes after
school dismisses at a speed of 35 mph. After discussion of this item a motion to
approve the request was made by Mr. Holmes and second by Mr. Kohls. Motion
passed 5-0.
Mr. Kimbrough moved to item #5 regarding the presentation and discussion
concerning traffic study at 33`d SE & Lamar. Mr Tuttle advised members that
TXDOT had completed the traffic study and recommended a traffic signal be
placed to control traffic leaving the Continental Village apartments into the
intersection. A pedestrian crossing at west side and south side of intersection
was also proposed. This was not an action item so it will be placed on March
agenda as an action item.

Mr. Kimbrough moved to item #6 regarding a request for placement of a stop
sign at 17th SW & Kaufman. After discussion of this item Mr. Kohls made a
motion to place a stop sign at this intersection stopping north and south bound
traffic. Motion was second by Mr. Banks and carried 5-0.
Mr. Kimbrough moved to item #7 regarding a request for placement of a stop
sign at 17th SW & Austin. After discussion of this item Mr. Holmes made a motion
to deny a request for placement of a stop sign at this intersection. Motion was
second by Mr. McFadden and carried 5-0.
Mr Kimbrough moved to item #8 regarding future agenda items. A request was
made for discussion and action on placement of a school zone on S. Collegiate
at the new Paris High School location. Another request to place an item for
discussion and action concerned placement of a school zone on 24th SE north of
current High School location.
Mr. McFadden moved for adjournment, seconded by Mr Banks at 5:45pm.
Motion carried 5-0.
