RECOMMENDED MOTION:
Move to approve a resolution authorizing an agreement for professional services with Denney Architects
for architectural services related to the restoration of the Bywaters Park Peristyle and authorizing the
City Manager to negotiate and execute all necessary documents.
POLICY ISSUE(S):
Professional services; Historic preservation
BACKGROUND:
The architectural services are for the repair of the Peristyle in Bywaters Park. Denney Architects
proposal for services is $29,800, which is a not to exceed amount and includes the structural engineering
services for the foundation. The estimated total project cost for the restoration of the Peristyle is
$262,100. This includes the complete removal of the stone structure, demolition of the existing
foundation, construction of a new foundation in the same location; the complete restoration and
reassembly of the existing limestone Peristyle superstructure; and installation of a new electrical system,
and lights. The project is estimated to take four to five months to complete. Denney Architects is
proposing that we use the next two months to take detailed measurements of the structure and prepare
plans and specification. This timeline would have construction starting around the first part of July.
The leadership in Lamar County Class is currently raising funds for the project. They are trying to raise
$66,000 toward the cost of the project. The City of Paris has an encumbered historic preservation fund
of $138,000 that comes from 5% of the hotel motel tax that is designated to be used for historic
preservation. An application for a Meadows Foundation grant for a major portion of the project cost
will be made next week. There are also some modifications to the scope of work as well as possible
phasing to bring down the estimated total cost.

PROJECT: Structural Services
Repairs to Peristyle Foundarion
Bywaters Park
Paris, Texas
Thank you for the opporiunity to participate in the referenced project. We propose to
prepare structural plans and specifications for the construction of the new foundation
system.
Project Scope:
Based upon the recommendations provided in the Geotechnical Evaluation, Peristyle
Pavilion Renovation, Paris, Texas, prepared by Apex geoscience inc., Apex #109-179,
dated January 19, 2010, two options were presented, as described below. Please note that
Options 1 and 2 would require that the peristyle pavilion and abutting brick building be
dismantled, archived and reassembleci. Option 3 would attempt to a11ow the existing
structure to remain in place.
1. Shallow Foundation System: Excavation of the exisring surficial five feet of soil
underlying the foundation area, and backfilled with moisture and density controlled
select fill material. New shallow footings, grade beams and slabs would be
constructed.
2. Straight, drilled concrete shafts or Auger Cast in Place Piles and structurally
suspended floor system.
3. Stabilization of existing soils with chemical injections and support of existing
pavilion by helical piles and corbelled, eccentric plinths.

FROM: Donna Dietz, P.E.
Construction Document Services:
We do not recommend thai Option 3 be used, due to the lack of connectivity of the existing
limestone elements and the displacementlmovement that has occuxred. We do not feel that
the structure is sufficiently stable to perform construction while it remains erected.
Option 2 is our preferred system of support. With the expense of the dismantlement,
archival, restoration and reassembly, the most positive approach is always to provide a
deep foundation system and suspended foundation.
1. Kassaw and Dietz, Inc., proposes to perform the above described structura]
engineering work for Oprion 2 on an hourly basis with a not to exceed amount of
Six Thousand and Five Hundred Dollars (6,500). Our hourly rate is listed below.
Construction Phase Services Provided:
1. Kassaw and Dietz, Inc., will observe the foundation work as authorized by you, on
an hourly basis as needed. (See attached rate schedule).
Invoices will be submitted monthly and are due within sixty days of billing.
