Property tax collections are down 1.72% compared to this time last year. 2. Sales tax collections are 11.26% below last year's collections through this rr behind the current budget. 3. Hotel occupancy taxes are 13.80% below this same time last year. All hotel: payments. 4. Franchise taxes are down 14.439'o primarily due to much lower quarterly rei Energy. Information provided by Atmos indicates that the drop is due to a c lower natural gas prices and slightly lower sales volume. TXU Energy paymE year. 5. Permit fees are down $5,427 compared to last year. 6. Municipal Court fines are down 15.93% or $34,931. 7. Hanger lease payments and interest earnings are down $62,241 compared due to the somewhat irregular timing of these payments. At times renters 1 or two then catch up and sometimes they pay in advance knowing that the for a while. Over the course of the year this works itself out but it can at gi% collections during the year. Likewise, interest revenue does not take place i year. 8. EMS fees are down 10.66% from last year. 9. Miscellaneous collections are up and this is primarily due to the $85,060 TA City related to general liability and worker's compensation insurance. Beca insurance pool, TML periodically refunds member cities any excess reserve; There was also a$13,167 TXDOT reimbursement of routine airport mainter 10. Total General Fund revenues are 6.229'a below last year's receipts at this tin and electric franchise payment plus slower property tax payments. Total General Fund expenditures are 7.569'a less than last year through this expenditures to date equal 45.099'0 of budget while the City is 50% through 12. Total Water & Sewer Water revenue is down 2.90% from last year. This refl water sales and the completion of reimbursements from the City of Irving I revenues to date equal 47.23% of that budget. Within the General and Water & Sewer Funds there are 4 epartm expenditures are over 509'o at this time. 1. City Clerk-53.899'0. The overage amounts to $6,198 and is due to personnel that association whose ~ 2.:~ 2. Traffic & Lighting-56.77%. The overage amounts to $29,344 and is due main to exp nditures for electricity. 3. EMS-53.213'0. The overage amounts to $72,248 and related to the purchase f a new mbulance. 4. Waste Water Treatment Plant-51.089'0. The overage amounts to $20,616 an is due ti ) equipment maintenance and development of the WWTP Master Plan. In the Capital Projects Fund: 1. Community Development is at 98.549'0 of its budget due to expenditures for the One ak Apartments Project. This project was not specifically budgeted for but will c me out f reserves. 2. The Engineering Department is at 104.48% of its budget by purchasing a ve icle for hat department. 3. Public Works has made a one-time capital purchase causing it to be over 509 6 of its dget (54.90%). 4. The Street Department is at 52.09% of its budget due to purchase of vehicl s for th department. 5. The Traffic & Lighting Department is at 85.939'0 of budget due to a one-time apital p rchase. 6. The Garage is at 98.67% of budget because it has made its only budgeted pu chase a vehicle 7. EMS is at 102.149'0 of budget since it has purchased all of its equipment for t e year. 8. Water Distribution is at 99.139'0 of budget because it has purchased its back oe and ump truck as planned. 9. Sewer Maintenance is at 97.439'0 of budget due to vehicle purchases. 10. The Waste Water Treatment Plant is at 52.419'0 of budget due to vehicle and equipm nt purchases. In the Collegiate Drive related construction fund: 1. $435,043 has been spent for engineering, surveying, and issuance fees whic will be eimbursed by the issuance of certificates of obligation. The bulk of this money went to Tx OT for t e City's share of the portion of road that the State will be working on. General comments to the City Council: 1. Over 999'0 of all of the City operational activity takes place in the General Fu d or th Water and Sewer Fund. The other funds are special purpose funds with limited activity nd usu ly with legal restrictions on what their money can be spent on. For that reason, I normall only c ment on the activity of the General Fund and Water & Sewer Fund. However, if it were n eded, I ould make comment on activity in one of the other funds. 2. I try to anticipate questions you might have about the report and comment n thos points. After you receive your packet and review the monthly report, if you have questio s about the report, please let the Manager know (or me if you can't reach the Manager) before the Cou cil meeting if possible in case I have to research the answer to your question. That does n t preve t you from asking the question at the meeting if you wish to make a point, but it does h Ip prev nt questions coming up that I can't answer on the spot and possibly delaying the Council n makin a decision. 3. The activity of the Health Department and Paris Economic Development Cor oratio is reflected in the monthly report.
