Move to approve a resolution authorizing a grant application to the Automobile Burglary and Theft
Prevention Authority for continuation of the Northeast Texas Auto Theft Task Force and authorizing the
City Manager to execute all necessary documents.

Required by grant application.
BACKGROUND:
The City of Paris began the Northeast Texas Auto Theft Task Force, with the assistance of ATPA, in
September of 1994. For 15 consecutive years, the City of Paris has been approved in continuing with
the Task Force under this grant. There are two officers assigned to the Task Force paid for by this grant.
There is a cash match required for the grant which is taken care of by `in-kind' services. The Task Force
assists agencies in Lamar, Red River, Fannin, Delta, Franklin, Hopkins, Titus, Grayson, Hunt, and
Bowie counties along with Southeastern Oklahoma. The Task Force covers approximately 8000 square
miles with a population of 500,000. The main goal each year is to reduce the auto theft rate and recently
added burglary of vehicles in our area and to educate law enforcement personnel and the public in
northeast Texas. We accomplish these goals by inspecting salvage yards, automobile dealers, and repair
shops to deter commercial theft and by working hand in hand with the Texas Department of Public
Safety MVTS and all agencies in our area. The two investigators use 100% of their time to combat auto
theft and other related crimes. We work closely with the Tax Assessors in all of these counties to help
prevent auto theft by investigating title fraud and performing lost title inspections and investigations.
The total of the grant is expected to be $199,998.00 with an in-kind match of $68,328.00.

APPROVING AN APPLICATION FOR AN AUTOMOBILE BURGLARY &

AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS
NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT
UPON NOTICE THEREOF; MAKING OTHER FIIVDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDIIVG AN EFFECTIVE DATE.
WHEREAS, the Texas Automobile Theft Prevention Authority provides funding for
automobile theft prevention grants; and,
WHEREAS, the City Council of the City of Paris desires to apply for an Automobile
Burglary & Theft Prevention Grant entitled "Northeast Texas Automobile Theft Task Force"
project beginning September 1, 2010 and ending August 31, 2011, in the amount of
$199,998.00, with $68,328.00 to be provided by the City of Paris in the form of a cash
match for continuation of our existing Auto Theft Task Force; and,
WHEREAS, the City Council hereby authorizes the City Manager, Police Chief, and
other appropriate City staff to accept and implement said grant (if same is received)
without further action of City Council;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the application to the Texas Automobile Burglary & Theft
Prevention Authority is hereby approved for an Automobile Theft Prevention Grant
entitled "Northeast Texas Automobile Theft Task Force" project for the year beginning
September 1, 2009, and ending August 31, 2010, in the amount of $199,998.00, with
$68,328.00 to be provided by the City of Paris in the form of a cash match.
Section 3. That the City Manager be, and he is hereby, appointed as the
Authorized Official of said project and is authorized and directed to execute, on behalf of
the City of Paris, an application for said grant.
Section 4. That the Police Chief be, and he is hereby, appointed as Project
Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, all
reports, communications, assurances, and documents necessary for the completion of said
project.

Section 5. That the Director of Finance be, and he is hereby, authorized and
directed to serve as the Financial Officer for said project and to receive and distribute funds
for purposes of the Automobile Burglary & Theft Prevention Program.
Section 6. That the City Manager, Police Chief, and the Finance Director be, and
they are hereby, authorized and directed to execute, on behalf of the City of Paris, any and
all documents necessary for acceptance and implementation of said grant upon notice of
award thereof by the Texas Automobile Theft Prevention Authoriry, under the terms and
conditions and in the forms approved by the City Attorney, and to proceed with use of said
funds upon receipt thereof for the purposes stated herein and in accordance with the grant
conditions.
Section 7. That this resolution shall be effective from and after its date of passage.

The Northeast Texas Auto Theft Task Force began covering Delta, Fannin, Lamar, and Red River Counties
in September, 1994. The ABTPA awarded the City of Paris a grant to fund a finro man program. Through
the years we have increased the coverage area to take in Northeast Texas. The counties include Bowie,
Delta, Fannin, Franklin, Grayson, Hopkins, Hunt, Lamar, Red River, and Titus. This area is 8,000 square
miles and has a population of over 500,000 people. It is always our main goal to reduce the auto crimes in
the coverage area. The Northeast Texas Auto Theft Task Force combines forces with the Texas
Department of Public Safety Criminal Investigation Division to detect and apprehend offenders in the
area. We coordinate the resources and manpower with the Texas Department of Public safety Criminal
Investigation Division to educate Law Enforcement and the Public in our coverage area. We also have a
great working relationship with the Tax-Assessors in our area. We will strive to reduce the auto crimes in
the Northeast Texas by continuing the working rapports we have with all agencies in Northeast Texas.
Our Task Force will enforce the laws on area salvage yards, repair shops, and vehicle dealers. We will
also continue the line of communication with the Tax-Assessors to reduce auto theft and document fraud.
The two officers assigned to this grant program will use 100% of their time to reduce auto theft in the
Northeast Texas area. They will meet regularly with agencies in the area to collect and distribute
necessary intelligence. The Paris Chief of Police and the County Attorney will meet regularly to evaluate
the program.

DETECTIVE SERGEANT
The Detective Sergeant will be in charge of the day to day operations of the Northeast Texas Auto Theft
Task Force and shall be subject to the supervision of the Paris Chief of Police or his designee, the Paris
Criminal Investigation Division Lieutenant. The Detective Sergeant will be subject to such orders as the
Chief may prescribe, not inconsistent with the laws of the state of Texas or the mandates of the Texas
Automobile Burglary Theft Prevention Authority.
He shall devote 100% of his time to the official duties unless granted leave by the Chief of Police. One
hundred percent of his salary is paid by ABTPA funds, except overtime, which is paid by the City of
Paris. His responsibilities shall include:
1) Supervise the Task Force in daily operations.
2) Keep the proper records and be responsible for the maintenance of all reports to the State of
Texas and Chief of Police.
3) Work with every responsible, legitimate group or agency in a cooperative effort to prevent
auto crimes by educating the public and officers.
4) Work diligently in the investigation of and pursuit of all auto crimes.
5) Enforce all laws relating to vehicle crimes.
6) Assist in the prosecution of all offenders charged with the crime of auto theft or other related
crimes.

DETECTIVE

supervision of the Paris Police Criminal Investigation Division Lieutenant and shall be subject to such

1. Problem Statement and Historical Information (See Instructions on page 18)
The Northeast Texas Auto Theft Task Force was funded by the ABTPA in September, 1994. Texas DPS
MVTS were the only full-time auto theft investigators at that time in the Northeast Texas area. Since
then the Texas DPS had gone through some changes and no longer have dedicated auto theft
investigators. DPS now has a Criminal Investigation Division. There is a population over 500,000
people. There is approximately 750,000 vehicles registered in the coverage area. Texarkana PD had an
ABTPA funded program for a couple of years, but elected to vacate the program when the funding was
reduced several years ago.
The Northeast Texas Auto Theft Task Force has always had two officers assigned to the program. A
sergeant and a detective from the Paris Police department are assigned. They spend 100% of their time
to investigate auto crimes in the Northeast Texas area from Sherman to Texarkana, down to Greenville
and back to Paris. This is a twelve county area. With the UCR now available, we showed 812 auto thefts
last year, which includes all agencies in the coverage area. The year before there was 940 vehicle
thefts. This shows a 14% decrease in vehicle thefts. The BMV's for last year was 1,917 and for the year
before there were 2,081 reported. This is a decrease of approximately 8%. There are forty-finro (42)
different law enforcement agencies in our coverage area, not including State and Federal agencies. We
do everything possible to assist all agencies when requested. The main problem in our area continues to
be small groups consisting of offenders between 12 and 25 years of age. These groups are well
organized and loyal to each other. It is difficult for the Courts to detain the juveniles unless they are
repeat offenders. We have identified about seven different groups in the Paris area. We have only been
able to arrest eleven of the offenders.
The Northeast Texas Auto Theft Task Force has co-sponsored an eight hour Basic Motor Vehicle Theft
School this year. There were forty students in the class from seven agencies. The Texas Department of
Public Safety Criminal Investigation Division sponsored the class with us and allowed us to instruct
some of the classes. Lt. Phillip Fuller, with the DPS CID in Garland was a tremendous asset in the
organization of this class. We are planning another class in Hunt County later this year.
As I stated earlier, there was 812 motor vehicle thefts last year and 940 the year before. This is a 14%

decrease. We had a decrease in BMV's from 2081 in 2008 to 1917 last year, showing us an 8%
decrease.
Our coverage area consists of twelve counties, which are: Bowie, Camp, Delta, Fannin, Franklin,
Grayson, Hopkins, Hunt, Lamar, Morris, Red River, and Titus Counties.
Fortunately, we have and will always continue our cooperative working effort with the Texas Department
of Public Safety and all agencies in the coverage area. Two officers cannot cover the area we do without
this manpower cooperation.
HISTORICAL INFORMATION
The Northeast Texas Auto Theft Task Force has always consisted of two officers from the Paris Police
Department. A Sergeant and a detective spend 100% of their time investigating auto crimes in the
twelve county areas.

My totals are from the UCR's of all the agencies in the twelve counties we cover. There were
812 auto thefts in 2009 and 940 in 2008. This is a 14% decrease. We will strive to have a 5%
decrease for 2010/2011. The BMV's are down from 2081 to 1917. This is an 8% decrease. Our
Task Force will continue to work with all agencies in our area to assist or train officers in
processing vehicles for evidence in auto crimes. We use ISO and LEADS ON LINE for
identifying offenders and developing leads. We work with Paris Police Department's Public
Information Officer in planning public awareness and PSA's. The east Texas Broadcasting airs
PSA announcements without charge. They cover most of our area.
Here are the tools we use to complete investigations:
• Obtain and develop information on auto crimes and identification of offenders
• Interview and interrogate offenders and interview victims
• Locate and recover stolen vehicles, parts, stolen property, etc.
• Identify altered vehicles (salvage inspections & 68A inspections, dealers)
• Investigate Insurance Fraud
• Arrest offenders and complete required investigation
• Set and testify at property hearings to restore stolen property
• Use LEADS ON LINE and communicate with pawn details to develop leads
• Perform inspections on salvage yards, repair shops, and vehicle dealers
• Assist Tax-Assessors in identifying altered or fictitious documents
• Assist Tax-Assessors in educating personnel
The Northeast Texas Auto Theft Task Force with continue to do public awareness programs
and educate the law enforcement and public in auto crimes prevention. We use civic group meetings,
local fairs, car shows, and local media to reach the public. DPS CID will always be used if available to
assist in investigations and training.
We cannot complete our goals without working with all agencies in our coverage area.
Continuing goals of the Northeast Texas Auto Theft Task force are:
• Reduce auto crimes in our coverage area by 5%
• Present five public awareness programs
• Provide three auto theft training classes
• Continue cooperative efforts with agencies and prosecutors to identify crime
areas and types of investigations

Our officers are trained in cultural diversity, public awareness, and legal updates of all Federal,
State, and case laws on a regular basis.
Proposed Proiect Activities
Our coverage area is approximately 8,000 square miles with a population of just over 500,000
over twelve counties. There are over 750,000 vehicles registered in our area with an estimated five
(5) percent average increase over our coverage area. We assist with cases in forty-two (42) different
agencies. The agencies in our area are smaller agencies with no full-time auto theft investigators.
We have had the same number of officers since the inception in September, 1994. The Northeast
Texas ATTF with DPS CID presented a Basic Auto Theft training class on April 15, 2010 that had
forty students and another planned in the fiscal year in Greenville, Hunt County, Texas.

3. Functions of the Proposed Project (See Instructions on page 18)
The Northeast Texas Auto Theft Task Force has a coverage area of 8,000 square miles which covers
most of Northeast Texas. Our officers handle all auto thefts, BMV's, and related crimes, whether covert
or overt. The Task Force performs inspections on salvage yards, dealers, repair shops, and scrap metal
yards. It is still a problem that has popped up for everyone is vehicles being stolen and sold to scrap
yards not salvage yards. It has been a chore regulating these businesses and training them about what
has to be documented. The Paris Felony Crimes Unit has assisted in the enforcement of these violations
and is drawing up a city ordinance. This has helped to prevent some thefts of older vehicles and other
related crimes as, parts thefts. The Task Force sergeant uses records to document the types of cases,
property involved, disposition of the cases, recoveries of vehicles and other property and the values, and
types and number of arrests made. The records are then used to complete quarterly reports. The
Sergeant meets weekly with the Paris Police Chief and the Lamar County Sheriff, at least monthly with
Sheriffs and Chiefs of Delta, Fannin, Franklin, Red River, and Hopkins Counties. He meets when
necessary with the Prosecutors.
We always strive to reach the primary goal of reducing auto theft, BMV's, and other related crimes.

The Northeast Texas Auto Theft Task Force sergeant will meet monthly with the Chief of Police,
Sheriffs, And Prosecutors in the coverage area in an effort to provide ongoing evaluation of the program.
The statistical data used for the evaluation is as follows:
1. Number of auto theft cases
2. Number of auto theft related cases
3. Number of BMV cases
4. Number of auto theft cases presented to and accepted by the prosecutors of each
county

Relocation Assistance and Real Property Acquisitions Act of 1970 (P.L. 91-646) which provide
for fair and equitable treatment of persons displaced or whose property is acquired as a
result of Federal or federally assisted programs. These requirements apply to all interests in
real property acquired for project purposes regardless of Federal participation in purchases.

13. Grantees and subgrantees will comply with the provisions of the Hatch Political Activity Act
(5 U.S.C. § 7321-29) which limit the political activity of employees whose principal
employment activities are funded in whole or in part with Federal funds.
14. Grantees and subgrantees will comply with the minimum wage and maximum hours
provisions of the Federal Fair Labor Standards Act and the Intergovernmental Personnel Act
of 1970, as applicable.
15. Grantees and subgrantees will insure that the facilities under its ownership, lease or
supervision which shall be utilized in the accomplishment of the project are not listed on the
Environmental Protections Agency's (EPA) list of Violating Facilities and that it will notify the
Federal grantor agency of the receipt of any communication from the Director of the EPA
Office of Federal Activities indicating that a facility to be used in the project is under
consideration for listing by the EPA. (E011738)
16. Grantees and subgrantees will comply with Article IX, Section 5 of the state appropriations
act which prohibit the use of state funds to influence the outcome of any election or the
passage or defeat of any legislative measure.

Automobile Burglary & Theft Prevention Authority Program, that all the information presented is
correct, and that the applicant will comply with the provisions of the Automobile Burglary &
Theft Prevention Authority and all other federal and state laws, regulations, and guidelines. By
appropriate language incorporated in each grant, subgrant, or other document under which

INDEPENDENT ANNUAL AUDIT CERTIFICATION
The grantee hereby assures compliance by itself and its applicable sub-recipients (contractors) with the Single Audit Act
Amendments of 1996, PL 104 - 156 and, particularly, with the requirements of OMB Circular A-133 as follows (check one):
1. Grant(s) expenditures of $300,000 or more in federal funds - An annual single audit by an independent
auditor made in accordance with the Single Audit Act Amendments of 1996 and OMB Circular A-133.
2. Grant(s) expenditures of $300,000 or more in state funds - An annual single audit by an independent
auditor made in accordance with the Uniform Grant and Contract Management Standards (UGCMS).
3. Grant(s) expenditures of less than $300,000 in federal funds - Exempt from the Single Audit Act.
However, ABTPA may require a limited scope audit as defined in OMB Circular A-133.
4. Grant(s) expenditures less than $300,000 but $50,000 or more in state funds - A program-specific audit.
5. Grant(s) expenditures less than a total of $50,000 in state funds - Financial Statements audited in
accordance with Generally Accepted Auditing Standards (GASS).
