2010-048 RES APPROVING AND ACCEPTING A PROPOSAL FOR ARCHITECTURAL SERVICES FROM DENNEY ARCHITECTS FOR BYWATERS PARK PERISTYLE IMPROVEMENTSRESOLUTION N0. 2010-048 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING AND ACCEPTING A PROPOSAL FOR ARCHITECTURAL SERVICES FROM DENNEY ARCHITECTS FOR BYWATERS PARK PERISTYLE IMPROVEMEIVTS; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the historical Peristyle located in Bywaters Park is in need of repairs and restoration and the City of Paris has requested proposals for architectural services for making necessary repairs to this historical structure; and WHEREAS, the City of Paris has received a proposal for such services from Denney Architects in the form attached hereto as Exhibit A; and, WHEREAS, the City Engineer has determined that the proposal from Denney Architects is the most qualified for this Project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble of this resolution are hereby in all things approved. Section 2. That the proposal of Denney Architects for architectural services for the repair and restoration of the historical Bywaters Park Peristyle in an amount not to exceed $29,800.00 is hereby accepted conditioned upon said services meeting all of the terms and conditions included in the proposal attached hereto as Exhibit A. Section 3. That the City Manager of the City of Paris be, and he is hereby authorized and directed to prepare and execute on behalf of the City of Paris any and all documents necessary to carry out this project as provided herein. PROJECT: Structural Services Repairs to Peristyle Foundation Bywaters Park Paris, Texas Thank you for the opportunity to participate in the referenced project. We propose to prepare structural plans and specifications for the construction of the new foundation system. Project Scope: Based upon the recommendations providcd in the Geotechnical Evaluation, Peristyle Pavilion Renovation, Paris, Texas, prepared by Apex geoscience inc., Apex #109-179, dated January 19, 2010, two options were presented, as described below. Please note that Options 1 and 2 would require that the peristyle pavilion and abutting brick building be dismantled, arcluved and reassembled. Option 3 would attempf to allaw the existing structure to remain in place. 1. Shallow Foundation System: Excavation of the exisring surficial five feet of soil underlying the foundation area, and backfilled with moisture and density controlled select fill material. New shallow footings, grade beams and slabs would be constructed. 2. Straight, drilled concrete shafts or Auger Cast in Place Piles and struchumlly suspended floor system. 3. Stabilization of existing soils with chemical injections and support of existing pavilion by belical piles and corbelled, eccentric plinths. Construction Document Services: We do not recommend that Option 3 be used, due to the lack of connecrivity of the existing limestone elements and the displacemenUmovement that has occurred. We do not feel that the structure is sufficiently stable to perform construction while it remains erected. Option 2 is our preferred system of support. With the expense of the dismantlement, archival, restoration and reassembly, the most positive approach is always to provide a deep foundation system and suspenderl foundation. 1. Kassaw and Dietz, Inc., proposes to perform the above described structural engineering work for Option 2 on an hourly basis with a not to exceeci amount of Six T'housand and Five Hundred Dollars (6,500). Our hourly rate is listed below. Construction Phase Services Provided: 1. Kassaw and Dietz, Inc., wi(1 observe the foundation work as authorized by you, on an hourly basis as needed.
