POLICY ISSUE(S): Traffic Control; Public Safety BACKGROUND: The Fire Marshall requested that the Traffic Commission consider placing a"no parking zone" on the west side of the 200 block 2nd Street SW in front of Christians in Action. Vehicles parking in front of Christians in Action blocks emergency vehicle access to the entrance. There is also a fire department connecrion (hook-up to building sprinkler system) at this location that can be blocked by vehicles if the zone is not implemented. The "no parking zone" request was presented to the Traffic Commission on March 2, 2010, and the Coinmission recommended a"no parking zone" be placed on west side of the road in the 200 block 2nd Street SW in front of Christians in Acrion building. The Commission also declined to remove the existing no parking zone on the east side of the 200 block of 2"d Street SW. That it is the intention of the City Council of the City of Paris that this ordinance, and every provision hereof, shall be considered severable, and the invalidity or partial invalidity of any section, clause, or provisions of this ordinance shall not affect the validity of any other portion of this ordinance. Section 6. That any person violating any of the provisions of this ordinance shall be guilty of a Misdemeanor, and, upon conviction, shall be subject to a fine in accordance with provisions of Section 106 of Chapter One of the City of Paris Code of Ordinances, and each and every day's continuance of any violation of the above-enumerated sections shall constitute and be deemed a separate offense. Section 7. That by a supermajority vote of ayes and nays, the City Council voted to suspend the rule requiring two readings before adoption of this ordinance. Section 8. That this ordinance shall become effective from and after its passage of the first reading and publication as required by law. Kent McIlyar, City Attorney v~ Minutes Traffic Commission City of Paris The Traffic Commission met on Tuesday, March 2nd, 2010, at 5:15 P.M. in the Municipal Courtroom with the following members present: 1. Matt Frierson (arrived during item #3) 2. Ray Banks 3. Jon McFadden 4. Stephen Holmes 5. George Kimbrough The city staff was represented by Asst. Chief Randy Tuttle. Councilman Joe McCarthy was present a council liaison member The meeting was called to order at 5:17pm by Chairman Kimbrough. A quorum was established by 5 members being present. Mr. Kimbrough asked the commission members to review the submitted minutes of the February 2, 2010 meeting. Mr. Banks made a motion to approve the minutes which was seconded by Mr. Holmes and passed 4-0. Mr. Kimbrough moved to item #3 regarding the discussion and action for a request to place a school zone at the new Paris High School on S. Collegiate from Jefferson Rd south to Loop 286. After discussion of this item Mr. Holmes made a motion for the placement of a school zone at this location. The motion was seconded by Mr. Banks and passed 5-0. Mr. Kimbrough moved to item #4 regarding discussion and action concerning a request for a school zone in the 2000 block 24th SE. Mr Tuttle informed the members that the City Engineer did not recommend placement of a school zone at this location. After discussion of this item a motion to deny the request was made by Mr. Holmes and second by Mr. Banks. Motion passed 5-0. Mr. Kimbrough moved to item #5 regarding discussion and action concerning traffic study at 33rd SE & Lamar. Mr Tuttle advised members that TXDOT had completed the traffic study and recommended a traffic signal be placed to control traffic leaving the Continental Village apartments into the intersection. A pedestrian crossing at west side and south side of intersection was also proposed. After discussion of this item Mr. McFadden made a motion for placement of traffic signal and pedestrian crosswalk at this location and seconded by Mr. Banks. Motion passed 5-0. 49 Mr. Kimbrough moved to item #6 regarding a request for placement of a no parking zone in 200 block 2"d SW. Mr. Tuttle advised members that Fire Marshall Dale Maberry requested the placement of a no parking zone in front of Christians in Action to keep entrance clear for emergency vehicles. After discussion of this item Mr. Holmes made a motion to place a no parking zone at this location. Motion was second by Mr. Frierson and carried 5-0. Mr. Kimbrough moved to item #7 regarding presentation of information concerning school zones within the city and placement of cell phone use signage in school zones. Mr. Tuttle informed members that city staff was in the process of installing cell phone usage signs in the school zones. Mr. Tuttle also informed members that some school zones may need to be moved to be in compliance with regulations and if so a change in ordinance may be needed. Mr Kimbrough moved to item #8 regarding future agenda items. There were no future agenda items. Mr. Holmes moved for adjournment, seconded by Mr Frierson at 5:38pm. Motion carried 5-0.
