A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING AND ACCEPTING A PROPOSAL FOR ARCHITECTURAL SERVICES
FROM DENNEY ARCHITECTS FOR FA~ADE RESTORATIN OF THE GRAND
THEATRE FOR THE CITY OF PARIS; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the City of Paris was recently awarded Texas Historical Commission Certified
Local Government Award to assess and prepare plans and specifications for renovation of the
faqade of the historical Grand Theatre in downtown Paris; and,
WHEREAS, as a part of this award, the City of Paris invited qualified firms to submit
proposals for performance of the completion of the plans and specifications to include fa~ade
renderings and cost estimate for improvements for the renovation of the fagade of this Paris
landmark; and,
WHEREAS, the City of Paris has received a proposal for such services from Denney
Architects in the form attached hereto as Exhibit A; and,
WHEREAS, the City Engineer has determined that the proposal from Denney Architects is
the most qualified for this Project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all
things approved.
Section 2. That the proposal of Denney Architects for architectural services for the plans
and specifications and cost estimate for improvements for the renovation of the fagade of the
historical Grand Theatre in downtown Paris in an amount not to exceed $25,000 is hereby accepted
conditioned upon said services meeting all of the terms and conditions included in the proposal
attached hereto as Exhibit A.
Section 3. That the City Manager of the City of Paris be, and he is hereby authorized and
directed to prepare and execute on behalf of the City of Paris any and all documents necessary to
carry out this project as provided herein.
Section 4. That this resolution shall be effective from and after the date of passage.

Under the leadership of a new, energetic priest, the parish embarked on a general
property improvement campaign which included the much needed restoration and
refurbishing of the Parish Hall, a multi-purpose building, constructed in 1920. The
project included a new roof, restoration of the deteriorating fieldstone masonry walls,
window repairs, insulation, restroom upgrades, new heating and air conditioning
systems, new interior finishes, and an upgrade of the church kitchen.
Denney Architects spent many hours interviewing the various groups in the church to
ascertain their needs and produced several different preliminary studies in order to
reach a design solution that best met those needs under the demands of a restrictive
budget. The result was an attractive, durable space which has served the parishwell
over the years.

Sanctuary Organ Facade
First Presbyterian Church
Waco, Texas
Completed 1992
As part of a major property improvement and expansion program, this project was
done in association with Range Organ Company of Dallas who installed a new organ in
the sanctuary of this historic downtown church. Denney Architects was commissioned
to design the organ facade over three years prior to its actual construction, and the
organ committee used the preliminary sketches as part of their successful fund-raising
effort. At the conclusion of the fund drive, the firm was commissioned to
produce detailed construction drawings and specifications. From the very beginning,
the organ committee was adamant that the design complement and enhance the
intricate detailing of the existing sanctuary space. After several unsuccessful attempts
to procure qualified contractors to bid on the fabrication and erection of the massive,
solid oak casework, the Owner requested that Denney Architects to go one step
beyond their usual architectural services and submit a proposal for the construction of
the organ facade.
The Owner accepted the Denneys' proposal and the casework was fabricated in the
wood shop of Denney Architects in Paris, and was completed ahead of schedule one
year later. Erection of the casework was completed in time to receive the pipe work
which was imnorted from England.

Additions & Alterations to the City Hall

This project was an
adaptive reuse of an
historical building in which
the Architect converted an
existing five-bay central fire
station space that was
recently abandoned after
the construction of a new
fire station. The existing fire
station space was
converted to a council
chamber space. Necessary
ancillary spaces such as
Conference Rooms, Toilet
Rooms were added.
The main thrust of the project was to make the
building totally accessible to wheelchair-bound
citizens. Ramps and an elevator were installed
in the building without destroying the character
of the Classical Revivial building, this structure
being included on the National Register of
Historic Places.
Construction was performed by Charlie
Clark Construction of Clarksville, Texas,
under a lump-sum general contract, for
a total cost of $743,650.00 ($136.00/sf).
Wheelchair Access Ramp & Interior Alterations
Heritage Center (Old Presbyterian Church Building)

Completed 2006
This project is phase one of a master plan to adapt an historic church building facility to
a senior citizen's center and community center. This project was funded by grants from
the Texas Historical Commission Preservation Trust Fund as well as a grant from the
Meadows Foundation. This phase one project is currently under construction for a final
construction cost of $30,000.00. Future phase two work shall include accessible toilet
rooms and a commercial kitchen.

Additions & Alterations - Phase 1
First Baptist Church
Paris, Texas
Completed August, 2009
Begun in the spring of 2008, this project was designed as the first phase of a
three-phase upgrading and remodeling program for the historic three-story First Baptist
Church in downtown Paris, Texas.
The church facility consisted of four separate existing structures which were
constructed at various times from 1917 to 1970. The focus of the design of the first
phase was the creation of a central three-story atrium entrance which ties the four
historic buildings together to form a"main entrance" to the church as well as providing a
central gathering place. This new atrium will ultimately be equipped with a new second
elevator to the upper floors in a subsequent phase. The first phase also included a
complete remodeling of the ground floors of two of the original buildings to
accommodate the pre-school and elementary childrens educational programs, nursery
and toddlers, resource workrooms for the church's day school, new restrooms and a
bride's room. The project also included an extensive upgrading of existing mechanical,
plumbing and electrical infrastructures in anticipation of future phases.

The project was constructed by C. R. Reynolds, General Contractors, of Sherman,
Texas, under a competitively bid lump sum contract for the sum of $2,689,096.00 and
was completed in August, 2009.
