00-AgendaCITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, June 14, 2010. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual infonnatiou. Claims against the City, Council Members, or eanployees, as well as individual personnel appeais are not appropriate for citizens' forum.) Consent Agenda ltems on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the ineetings on May 10, 2010; May 18, 2010; and May 24, 2010. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Paris Public Library Advisory Board (3-17-2010; 4-21-2010) b. Paris Historic Preservation Commission (3-22-2010; 4-14-2010) 7. Deliberate and act on a Resolution approving final payment and closing the contract with Sanitation Solutions for the demolition of One Oak Place; and authorizing the City Manager to negotiate and execute all necessary documents. 8. Deliberate and act on a Resolution authorizing a change order, final payment, and closing the contract with B. Bray Construction for water and sewer line replacements on W. Washington, Culbertson, and Cleveland Streets; and authorizing the City Manager to negotiate and execute all necessary documents. 9. Deliberate, first reading, and possibly act on an Ordinance Amending the City of Paris Code of Ordinances by revising Section 26-1 to authorize the staffing levels of the Police Department. . Regular Agenda 10. Proclamation recognizing the North Lamar Pantherette Softball Team for winning the State 3A Championship. 11. Hear and deliberate on water and sewer rate study presentation. 12. Presentation on the LakePat Mayse Study Committee recommendations. 13. Presentation on upgrades to Suddenlink Cable Systems. 14. Deliberate and act on the Final Plat of Lot 1, Block A, Mirabeau Square 287 Addition, located at 3552 Latnar Avenue. 15. Public hearing, deliberate and act on a Resolution authorizing the application for Justice Assistance Grant Program, 2010-H6808-TX-DJ, authorizing an inter-local agreement with Lamar County; and authorizing the City Manager to negotiate and execute all necessary documentation. 16. Public hearing, deliberate and act on a Resolution authorizing the submission of a contract amendment request for the Texas Gapital Fund Contract with the Texas Department of Agriculture, and authorizing the City Manager to negotiate and execute all necessary documents. 17. Deliberate and act on a Resolution approving and authorizing a professional services agreement with the Greater Paris Development Foundation to perform certain specialized services to the City of Paris and its citiaens. 18. Deliberate and act on rejection of bids far Lake Crook Fishing Pier. 19. Deliberate and act on a Resolution accepting the bid and approving the proposal froln Spann Concrete Construction L.L.C. for the bridge replacement project near the Water Plant. 20. Convene into Executive Session: a. Pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, clearly conflicts with this chapter. 21. Reconvene in Open Session. 22. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 23. Adjournment.
