BACKGROUND:
On July 14, 2008, by Resolution No. 2008-053 City Council adopted policies and procedure for standing
boards, commissions, and committees. There are numerous appointees whose terms expired April 30,
2009. The open appointment process was advertised extensively on four radio stations, TV99, and The
Paris News. In addition, Council Members and staff have also promoted committee openings to the
public.
At the Council meeting of April 12, 2410, Council elected to wait until the new City Council was seated
prior to making appointments.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPOINTING MEMBERS TO VARIOUS CITY OF PARIS BOARDS AND
COMMISSIONS, IN ACCORDANCE WITH POLICIES AND PROCEDURES FOR
STANDING BOARDS, COMMISSIONS A1VD COMMITTEES; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, on February 11, 2008 the City Council approved new Policies and Procedures
for Standing Boards, Commissions and Committees for the City of Paris; and,
WHEREAS, in accordance with the policies and procedures these standing boards and
commissions will be composed of seven members and will serve three year terms; and,
WHEREAS, the committees shall include one Council Member liaison appointed as
ex-officio member and shall include one or more City staff liaisons appointed as ex-officio
members with the Mayor and City Manager serving as ex-officio members to each committee;
and,
WHEREAS, appointments will be made at the second Council Meeting in June of each year
with all terms beginning on uJ ly 1 and ending on une 30 of each year; and,
WHEREAS, the Boards and Commissions with members' terms expired on April 30,
2010 are as follows:

EXPERIENCE HIGHLIGHTS
1994 to 1-1-07 Executive Director, Lamar County Coalition of Education, Business
and Industry, Paris, Texas
Facilitated communication and program development between the five school
districts in Lamar County, the business community and Paris Junior College. Developed
and wrote the regional School-to-Work Grant from the Department of Labor and the
Criminal Justice Division's Drug Free Schools and Communities Grant. Administered the
day to day operation of the Coalition office. Effectively communicated the Coalition's
mission, vision, successes and needs to the community. Developed agenda for board
meetings and submitted monthly reports to the Board of Directors. Built community
support for the Coalition through personal contacts with business and industry leaders
and through active participation with the county's educational institutions. Sought
funding through grants and foundations to supplement existing resources to provide a
basis for the continuation of the program. Presented to various groups in the community,
prepared press releases and worked with the media to publicize the Coalition. Maintained
active relationships with various regional, state and national associations. Researched and
recommended new ideas, programs and methodologies for reaching program goals.
Organization received USA TODAY'S National Community Solutions for Education
Award in 1995.
Also, developed and wrote the grant for $1.2 million dollar Title V-Abstinence
Education Grant from the Texas Department of Health. Director for Project SAVE
(Sexual AbstinenceNalues Education) a program of the Lamar County Coalition of
Education, Business and Industry. Responsible for development, implementation and
coordination of program components, financial management of grant and compliance
with Texas Department of Health regulations and procedures. Additionally responsible
for contract negotiations, record keeping, supervision of staff and program activities;
ensuring that program goals and objectives were met within prescribed timelines. Overall
management of TDH contract.
1992 -1994 Executive Director, American Red Cross, Lamar County Chapter
Developed and directed all Red Cross programs for Lamar County. Coordinated
Health and Safety Courses, including CPR, Standard First Aid, Water Safety and
Lifeguarding. Recruited, trained, and scheduled volunteers. Prepared presentation,
narrative and budget, for United Way. Developed system for providing services to
military families on the local level. Initiated planning for Disaster Preparedness training.
Did public presentations of program to civic, service, educational and business groups.
Served as a board member and board chairman subsequent to leaving ED position.
Wrote numerous grants, both governmental and foundational to expand funding base and
scope of programs
1985 to 1992 - District Supervisor/Regional Operations Coordinator, for the Alamo
Area Council of Governments Job Training Partnership Program. San Antonio,

Developed and implemented Title II, Title III, Title IIB and IIC JTPA programs
for a four-county area. Participated in grant development and applications for Department
of Labor funding.
