BACKGROUND:
Ark-Tex Council of Governments allows for three representatives of the governing board to serve.
Historically the Mayor, Mayor Pro Tem and one Council Member served on the Board. Because these
appointments are Council Members, the term is for one year beginning in June, following May elections.
Ark-Tex Council of Governments Board of Directors adopts the annual budget, fixes the dues for the
member governments, oversees various programs, and sets policy for the organization.
Visitors and Convention Council administers the City's hotel/motel occupancy tax and includes
positions for the Mayor, City Manager and one, Council Member. Council Member terms are for one
year beginning in June, following May elections.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, APPOINTING MEMBERS TO THE BOARD OF DIRECTORS OF
THE ARK-TEX COUNCIL OF GOVERNMENTS AND RECOMMENDING
MAYOR FREELEN TO SERVE ON THE EXECUTIVE COMMITTEE OF
THE ARKTEX COUNCIL OF GOVERNMENTS; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on September 8, 1969, the City Council of the City of Paris, by
Resolution No. 1330, jointed the Ark-Tex Council of Governments; and,
WHEREAS, in accordance with the Bylaws of the Ark-Tex Council of
Governments, its Board of Directors shall be composed of inembers elected or appointed by
its membership; and,
WHEREAS, the Ciry Council is entitled to appoint three of its members to serve
on the Board of Directors of the Ark-Tex Council of Governments, as provided in said
Bylaws; and,
WHEREAS, the terms of office of Will Biard and Jesse James Freelen, as members
of the Board of Directors of the Ark-Tex Council of Governments, expired on May 31, 2009;
and,
WHEREAS, there exists another vacancy in the City's representation on the Board
of Directors of the Ark-Tex Council of Governments due to Jesse James Freelen no longer
being a member of the City Council, and it is necessary to appoint his successor; and,
WHEREAS, the Mayor of the City of Paris does hereby recommend the
appointment of and the (re)appointment of
and for terms of one (1) year, beginning June 1, 2010, and ending
May 31, 2011, or for as long as they are members of the City Council, or until their
successors are duly appointed; and,
WHEREAS, the Mayor does also hereby recommend the appointment of
to serve on the Executive Committee of the Board of Directors of the
Ark-Tex Council of Governments.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS.
Section 1. That the findings set out in the preamble to this resolution are
hereby in all things approved.

Section 2. That be, and he is hereby, appointed, and
that and be, and they are hereby (re)appointed, to serve as
members of the Board of Directors of the Ark-Tex Council of Governments for terms of one
(1) year, beginning June 1, 2010, and ending May 31, 2011, or for as long as they are
members of the City Council, or until their successors are duly appointed; and,
Section 3. That be, and he is hereby, recommended for
appointment by the Board of Directors of the Ark-Tex Council of Governments to the
Executive Committee of the Ark-Tex Council of Governments.
Section 4. That this resolution shall be effective from and after its date of
passage.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
(RE)APPOINTING AS A MEMBER OF THE VISITORS
AND CONVENTION COUNCIL OF THE CHAMBER OF COMMERCE OF
LAMAR COUNTY; MAKING OTHER FINDINGS AND PROVISIONS RELATED
TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, in Resolution No.
90-026, on the 12th day of March, 1990, authorize the execution of a contract with the
Chamber of Commerce of Lamar County, Inc. providing for the use of hotel occupancy tax
funds to promote and advertise the City of Paris; and,
WHEREAS, the Chamber of Commerce created the Visitors and Convention Council
to carry out its contractual obligations to administer the use of said hotel occupancy tax
funds; and,
WHEREAS, the Mayor, the one Council Member herein appointed, and the City
Manager are full, voting members of the Visitors and Convention Council; and,
WHEREAS, the term of office of Council Stephen Brown, as a member of the Visitors
and Convention Council of the Chamber of Commerce of Lamar County, expired May 31,
2010; and,
WHEREAS, the Mayor of the City of Paris has appointed for a
term of two (2) years, beginning June 1, 2010, and ending May 31, 2012, and has submitted
the name of such person to the City Council for confirmation.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
I Section 2. That the ; appointment of , as a member of the
Visitors and Convention Council of the Chamber of Commerce of Lamar County, for a term
of two (2) years, beginning June 1, 2010, and ending May 31, 2012, be, and the same is
hereby, confirmed.
