Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, July 12, 2010. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes.
The Texas Open Meetings Act prohibits the Council from responding to any comments other than to
refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual
information. Claims against the City, Council Members, or employees, as well as individual personnel
appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on June 28, 2010.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Paris Public Library Advisory Board minutes (5-19-2010)
b. Planning and Zoning minutes (6-7-2010)
7. Deliberate and act on a Resolution authorizing a contract with Paris Independent
School District for furnishing School Resource Officers and authorizing the City
Manager to execute all necessary documents.
8. Deliberate and act on a Resolution authorizing a contract with NLISD for furnishing
School Resource Officers for the NLISD District and authorizing the City Manager to
execute all necessary documents.
9. Deliberate and act on a resolution making a nomination to the Board of Trustees of
the Texas Municipal League Intergovernmental Risk Pool.
Regular Agenda
10. Second reading, deliberate and possibly act on an Ordinance amending Article IV of
Chapter 12, Fire Prevention and Protection of the Code of Ordinances of the City of
Paris, Texas, by amending Section 12-89 Permit Fees, establishing permit fees by the
Fire Code.
11. Second reading, deliberate and possibly act on an Ordinance amending Section 16-28,
Residential Collection Rate of Article II, Regulation of the Collection of Solid Waste,
Chapter 16, Garbage and Other Waste Material, of the Code of Ordinances of the City
of Paris, Texas; by amending Section 16-28(a) providing for an increase in the
collection rate; and by adding Section 16-28(d), providing for adjustments of
sanitation bills and designating the Director of Finance as the City's designee for
hearing appeals related to delinquent accounts.
12. Deliberate and act on a resolution naming the Texas Department of Transportation as
the City's agent for the Aviation Capital Improvement Program to apply, receive, and
disburse all funds and for the administration of contracts necessary for the
implementation of the grant for runway overlay and airfield improvements.
13. Convene into Executive Session:
Pursuant to Section 551.071 of the Texas Government Code, Consultation with
Attorney, to receive legal advice from the City Attorney about pending or
contemplated litigation and/or on matters in which the duty of an attorney to his client
under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas,
clearly conflicts with this chapter.
14. Reconvene in Open Session.
15. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
16. Adjournment.
