Move to approve a resolution nominating Kevin Carruth to Place 7 on the Board of Trustees of the
Texas Municipal League Intergovernmental Risk Pool.

BACKGROUND:
The Texas Municipal League InteYgovernmental Risk Pool (Pool) pYOVides the City of Paris and otheY
municipalities, housing authorities, and special distticts with liability insuiance and Yisk management
seivices. The Pool is goveined by a board of tiustees made up of persons who aie either an employee oi
official of the governing body of a Pool membei. Nominees foi thc board must be nominated by thc
governing body of the Pool memUei and then voted upon by all Pool members. I have been involved with
the Pool my entite caieei and woiked with the Pool to provide iisk management training. I have a positive
working ielarionship with many of thc staff, including the Executive DirectoY. The boaid meets quaYteily
and tiavel expenses aie paid foi by the Pool. I have talked about the iesponsibilities of TYUStees with the
Fxecurive Duector and cuiYent membeis of the Boaid and feel I would be able to contribute to the success
of the Pool. I would appYeciate the oppoitunity to seive the Pool and Yepiesent Paiis on the board.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS;
NOMINATING KEVIN CARRUTH FOR PLACE 2 ON THE TEXAS MUNICIPAL
LEAGUE INTERGOVERNMENTAL RISK POOL BOARD OF TRUSTEES; MAKING
OTHER FINDIIVGS A1VD PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the Texas Municipal League Intergovernmental Risk Pool (TML-IRP)
provides the City of Paris and other units of local government with comprehensive liability,
property, and workers' compensation insurance and loss prevention services; and;
WHEREAS, TML-IRP is governed by a board of trustees comprised of employees or
officials of the governing body of a Employer Member of TML-IRP; and,
WHEREAS, TML-IRP is seeking nominations for qualified candidates to serve on the
Board of Trustees; and,
WHEREAS, City Manager Kevin Carruth is a qualified candidate with extensive
experience using and promoting TML-IRP and its services; and
WHEREAS, Mr. Carruth desires to serve TML-IRP and the Board of Trustees and can
make contributions to help make both successful;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in
all things approved.
Section 2. That the City Council of the City of Paris nominates City Manager Kevin
Carruth for Place 2 on the Board of Trustees of the Texas Municipal League Intergovernmental
Risk Pool.

4~All TML Intergovernmental Risk Pool Members
Section 6 of the Pool's Bylaws sets forth the following e(ection procedure:
Ninety (90) days prior to the date of the expiration of the term of office of any
Board of Trustee member, all Employer Members shall be informed in writing of their
opportunity to submit the name of a qualified person for election to that designated
place. If an Employer Member wishes to submit the name of a qualified person for
election, the name shall be submitted and received by the Board Secretary no less than
(50) days prior to the expiration of the term of the office being sought......
Section 4 of the Pool's Bylaws sets forth the following qualifications for board members:
"Each member of the Board must be either an employee or official of the governing
body of an Employer Member of the Fund at the time the Board member is elected or
appointed......
Terms for Trustees in Places 6-10 will expire October 1, 2010. Place 10 is an appointed public
member and is not elected. Places 6, 7, 8 and 9 are currently being held by the following individuals:

In accordance with Section 6 of the Pool Bylaws, any Employer Member may submit the name of
qualified persons to be considered for the position of Trustee. These nominations should be mailed

THROUGH 9, FOR WHICH THE NOMINATION IS MADE. A NOMINATION MAY BE
FOR ANY ONE OF THE FOUR POSITIONS. THERE ARE NO RESIDENCY OR OTHER
REQUIREMENTS APPLICABLE TO ANY PLACE. PLEASE INCLUDE A SHORT
