Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, July 26, 2010. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes.
The Texas Open Meetings Act prohibits the Council from responding to any comments other than to
refer the matter to a fuCure agenda, to an existing policy, or to a staff person with specific factual
information. Claims against the City, Gouncil Members, or employees, as well as individual personnel
appeals are not appropriate for citizens' forum.)
Consent Agenda
ltems on the Consent Agenda are approved by a single action of the Cauncil, with such approval applicable
to all items appearing on Che Consent Agenda. A Gouncil Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on July 12, 2010.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Airport Advisory Board minutes (4-I 5-2010)
b. Paris Economic Development Corporation minutes (6-8-2010; 6-24-2010)
c. Traffic Commission minutes (6-8-2010)
d. Board of Adjustment minutes (6-15-2010)
7. Deliberate on drainage ditch maintenance report.
8. Deliberate on June monthly financial report.
Regular Agenda
9. First reading, deliberate, and possibly act on an Ordinance establishing a new school
zone on Loop 286 SE near its intersection with South Collegiate Drive establishing
maximum, reasonable and prudent rates of speed on Loop 286 SE for a new school
zone near the new Paris High School.
10. First reading, deliberate, and possibly act on an Ordinance establishing a construction
speed zone on US 82 and BU 82 H(Bonham St.) in the corporate limits of the City of
Paris, Lamar County, Texas, during the Texas Department of Transportation's
Construction Project on Bonham Street (US Highway 82W) from Loop 286 West
toward the city limits.
11. Deliberate and possibly act on a Resolution appointing members to the Band
Commission, the Building and Standards Commission, and the Airport Advisory
Board.
12. Deliberate and possibly act on a Resolution approving an Agreement between the
City of Paris and MuniServices, LLC for consulting services regarding hotel
occupancy taxes and related issues and authorizing the City Manager to negotiate and
execute all necessary documents.
13. Deliberate and possibly act on a Resolution awarding a bid to construct the Lake
Crook Fishing Pier and authoriaing the City Manager to negotiate and execute all
necessary documents.
14. Deliberate and possibly act on a Resolution awarding a bid for the Trail de Paris
Expansion from SE 8"' Street to SE 12"' Street and authorizing the City Manager to
negotiate and execute all necessary documents.
15. Deliberate and possibly act on a Resolution supporting an application to the Texas
Department of Transportation to acquire the historic Goodman rainbow truss bridge
from Angelina County and authorizing the City Manager to negotiate and execute all
necessary documents.
16. Deliberate and possibly act on temporarily suspending the landfill RFP process and to
evaluate all options concerning landfill disposal and residential sanitation collection.
17. Convene into ExecUtive Session pursuant to Section 551.071 of the Texas
Government Code, Consultation with Attorney, to receive legal advice from the City
Attorney about pending or contemplated litigation and/or on matters in which the
duty of an attorney to his client under the Texas Disciplinary Rules of Professional
Conduct of the State Bar of Texas, clearly conflicts with this chapter.
18. Reconvene in Open Session.
19. Consider and approve future events for City Gouncil and/or City Staff pursuant to
Resolution No. 2004-081.
20. Adjournment.
