00-Amended AgendaCITY COUNCIL AGENDA - AMENDED Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 pm. on Monday, August 9, 2010. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and possibly act on the approval of minutes from the meeting on July 26, 2010. 6. Deliberate and possibly act on bids for chemicals to be used at the Water and Wastewater Treatment Plants. 7. Deliberate and possibly act on a Resolution acknowledging formal receipt of the 2010 certified appraisal roll for tax appraisal purposes. 8. Deliberate and accept the proposal from McClanahan and Holmes, L.L.P. to perform and independent outside audit on the City's 2009-10 financial records and authorizing the City Manager to negotiate and execute all necessary documents. Regular Agenda 9. Deliberate and possibly act on a Resolution authorizing a voluntary donation program to benefit the Trail de Paris. 10. Hear and deliberate on presentation of wastewater treatment plant master plan. 11. Hear and deliberate on presentations from non-profit organizations requesting funding. 12. Deliberate and possibly act on the proposed paving width of the main runway at Cox Field. 13. Deliberate and possibly act on a Resolution appointing members to the Paris/Lamar County Board of Health. 14. Deliberate and possibly act on a Resolution extending the terms of two existing members of the Board of Adjustment. 15. Deliberate and possibly act on the proposed sanitation RFP and options. 16. Hear and deliberate on the proposed 2010-2011 Budget for the City of Paris. 17. Deliberate and possibly act on a Resolution calling a public hearing on the City Manager's proposed Budget for fiscal year 2010-2011. 18. Convene into Executive Session: a. Pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of an attorney to his client under the Texas disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter, to- wit: Ranger Abbott vs. City of Paris, Texas, et al; Cause No. 79627; in the 62"d Judicial District Court of Lamar County, Texas. b. Pursuant to Section 551.072 of the Texas Government Code, to deliberate the purchase, exchange, lease, or value of real property. 19. Reconvene into Open Session. 20. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 21. Adjournment.
