Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, August 23, 2010. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
l. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments
other than to refer the matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on August 9,
2010.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Paris Public Library (7-23-10)
b. Paris Economic Development Corporation (7-13-10)
c. Airport Advisory Board (5-20-10)
d. Historic Preservation Commission (6-28-10; 7-14-10; 7-26-10)
e. Boazd of Adjustment (7-6-10)
£ Planning and Zoning Commission (5-3-10; 6-7-10; 8-2-10)
g. Main Street Advisory Board (4-20-10)
h. Fire and Building Code Review Committee (6-15-10; 8-10-10)
Deliberate on July monthly financial report.
Deliberate on drainage ditch maintenance report.
Regular Agenda
9. Public hearing, first reading, deliberate and possibly act on an Ordinance
changing the future land use map for the property located on Lot N Part of 1-A,
City Block 328, located at 3405 Bonham Street, from General Retail District to
Commercial District.
10. Public hearing, first reading, deliberate, and possibly act on an Ordinance
considering the petition of Randall L. Mancuso for a change in zoning from a
Planned Development District (PD-b) Housing Development or Community Unit
Development to a Commercial District (C) on Lot N Part of 1-A, City Block 328,
located at 3405 Bonham Street.
11. Public hearing on the proposed budget for fiscal year 2010-2011 for the City of
Paris.
12. Deliberate and act on a Resolution setting a public hearing on proposed
amendments to the proposed budget for Fiscal Year 2010-201 l.
13. First reading, deliberate and possibly act on an Ordinance of the City Council of
the City of Paris, Texas, amending Chapter 12 of the Code of Ordinances of the
City of Paris, amending Article I, In General and Article II, Liquified Petroleum
Gas; repealing Article III, Fire Reserve Unit, Sections 12-51 through 12-66 and
repealing Article IV, Fire Prevention Code, Sections 12-86 through 12-89;
establishing a new Article III, entitled Fire Code; adopting the 2006 Edition of the
International Fire Code, 3`d printing, April 2007, and establishing local
Amendments to the 2006 Edition of the International Fire Code.
14. First reading, deliberate and possibly act on an Ordinance of the City Council of
the City of Paris, Texas, amending Sections 7-16 and 7-18 of Article II, Building
Code, Chapter 7, Buildings and Building Regulations of the Code of Ordinance of
the City of Paris, Texas to adopt the 2006 International Building Code, the 2006
International Existing Building Code, 2006 International Residential Code, and
the 2008 National Electrical Code, as amended herein as the Official Building,
Residential, Existing Building and Electrical Codes.
15. Convene into Executive Session pursuant to Section 551.071 of the Texas
Government Code, Consultation with Attorney, to receive legal advice from the
City Attorney about pending or contemplated litigation and/or on matters in
which the duty of an attorney to his client under the Texas disciplinary Rules of
Professional Conduct of the State Bar of Texas clearly conflicts with this chapter,
to-wit: Ranger Abbott vs. City of Paris, Texas, Cause No. 79683; in the 62nd
Judicial District Court of Lamar County, Texas; and Ranger Abbott vs. City of
Paris, Texas, Cause 79627; in the 62"d Judicial District Court of Lamar County,
Texas.
16. Reconvene into Open Session and possibly take action on matters discussed in
Executive Session.
17. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
18. Adjournment.
