Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, September 27, 2010. The meeting will be held at the Gity Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more
than two minutes. The Texas Open Meetings Act prohibits the Council from
responding to any comments other than to refer the matter to a future agenda, to
an existing policy, or to a staff person with specific factual information. Claims
against the City, Council Members, or employees, as well as individual personnel
appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such
approval applicable to all items appearing on the Consent Agenda. A Council Member
may request any item to be removed from the Consent Agenda and considered as a
separate item.
5. Deliberate and act on the approval of minutes from the meeting on September 13,
2010.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Planning & Zoning minutes (9-7-2010)
b. Paris Economic Development Corporation minutes (8-5-2010; 8-11-2010)
c. Paris Public Library Advisory Board minutes (8-18-10)
7. Deliberate on August monthly financial report.
8. Deliberate on the ditch drainage report.
Regular Agenda
9. Public hearing, first reading, deliberate, and possibly act on an Ordinance approving
the petition for a change in zoning from an Agricultural District (A) to a Commercial
District (C), on a 0.78 tract of land being a part of the Thomas Askins Survey,
Abstract No. 6, and located at 4040 North Main Street.
10. Public hearing, first reading, deliberate, and possibly act on an Ordinance approving
the petition for a change in zoning from a One-Family Dwelling District No. 3(SF-3)
to a One-Family Dwelling District No. 3(SF-3) with a Specific Use Permit (39)
Mobile Home, on Lot l, City Block 305, and located at 2690 Campbell Street.
11. Public hearing, first reading, deliberate, and possibly act on an Ordinance approving
the petition for a change in zoning from a Planned Development District (PD-a)
Retail Shopping Center to a General Retail District (GR), on Lot 8, City Block 286,
and located at 2995 Lamar Avenue.
12. Public hearing, deliberate, and act on a Resolution approving an application for
funding for a sidewalk improvoement project through the Texas Department of
Agriculture Texas Capital Fund Main Street Program.
13. Second reading, deliberate, and act on an Ordinance establishing zones excluding sex
offenders from residing near premises where children gather.
14. First reading, deliberate, and possibly act on an Ordinance approving the negotiated
gas rates between the City of Paris and Atmos Energy Mid-Tex Division.
15. First reading, deliberate, and possibly act on an Ordinance authorizing the Director of
Finance to transfer funds from encumbered appropriation balances to other accounts.
16. Deliberate and act on a Resolution approving a professional services contract with
Hayter Engineering for the design, plans, and specifications for the Safe Routes to
School Project.
17. Deliberate and act on a Resolution approving a change order, final payment and
closing the contract with Stephens Concrete for the Downtown Sidewalk
Replacement Project.
18. Deliberate and act on proposed sanitation RFP and options. (A motion to remove this item
from the table is required before deliberating).
19. Hear and deliberate on the appointment of student members to various boards,
commissions, and committees.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
