Would you please put this on the agenda for Oct 25 as a future event to discuss. I think we need to have a City
representative at this meeting. Since I am on the COG Regional Planning group, I can represent Paris if that is ok with
Council. I think it would be good to have someone else go also, if anyone has the time, desire, etc. This is important for
Paris.
Do you know if Steve Gilbert, Judge Superville, Don Wall received this email? I think they should, but if they have a copy, I don't

Residents and Elected Officials along the I-30 Corridor,
Attached to this email you will find a letter with signatories that include elected and appointed officials all along the I-30
Corridor in both Texas and Arkansas that originated with Bowie County Judge James Carlow and Bowie County
Commissioner John Addington. I would urge you to read this letter and answer their call to come together this
November 12, and move forward with one voice to improve the quality of transportation for our daily lives, businesses
and commerce along the I-30 Corridor.
As state and federal resources struggle to keep pace with the growing strain placed on our vast multi-modal
transportation infrastructure, it will become increasingly important that key stakeholders - including elected officials,
appointed leaders, planners, academia, and the business community - become and remain actively involved in
identifying the areas of greatest need while leveraging scarce public and private funds to achieve the greatest possible
impact. The I-30 Corridor represents not only a geographic area, but one of the nation's key strategic corridors linking
together vital communities, providing valuable and efficient transportation of goods and people, and generating a great
deal of commerce and economic activity in Texas and Arkansas. This Corridor also represents great promise of untapped
potential.
I hope you will read this letter and join with other members along the I-30 Corridor on November 12 in the City of
Texarkana for an open meeting at 10:00am. The meeting will go until 12:00 noon at which time there will be a lunch
with Congressman Ralph Hall as the speaker. Following lunch will be a meeting of TEX-21, the statewide
transportation advocacy group, which you are encouraged to stay for and will include the insights of transportation
leaders from the entire two-state region and from across the State of Texas. The whole day will come to a close at
3:00pm.
There will be more information to come on both of the meetings. We hope to see you there and look forward to
working with you to lift up the needs and champion the benefits of the I-30 Corridor. Please contact Casey Smith with

RE: Strategic Meeting on Improving Transportation within the 1-30 Corridor
Dear Friends and Colleagues:
As state and federal resources struggle to keep pace with the growing strain placed on our vast
multi-modal transportation infrastructure, it will become increasingly important that key
stakeholders - including elected officials, appointed leaders, planners, academia, and the
business community - become and remain actively involved in identifying the areas of greatest
need while leveraging scarce public and private funds to achieve the greatest possible impact.
The broadly defined I-30 Corridor represents not only a geographic area, but one of the nation"s
key strategic corridors linking together vital communities, providing valuable and efficient
transportation of goods and people, and generating a great deal of commerce and economic
activity in Texas and Arkansas. This Corridor also represents great promise of untapped
potential.
While the economy is currently strained, it is not slowing the growth of our region. The
population of Texas is currently at nearly 25 million and is expected to explode to 51.7 million
people in the next 30 years, with Arkansas" population increasing by nearly 30% over the next
15 years. Our Corridor is uniquely positioned to benefit from this massive growth and the
resulting increased movement of goods and services to and through North Texas and Arkansas
along 1-30. We have an opportunity and obligation to come together to discuss, plan, organize,
and take decisive action to ensure that everyone along the Corridor can see greater success for
our communities.
Additionally, high-speed intercity passenger rail routes are being advocated and selected. Will
I-30 be the route chosen or will we be bypassed? In the coming 82°a Session of the Texas
Legislature, Austin will take up transportation funding strategies, the authority of the state to
build toll roads through Comprehensive Development Agreements, and TxDOT will be under

Sunset Review for the second consecutive session. Is there a strong voice to advocate for the
needs of the I-30 Corridor on these issues? On April 14, 2014 the greatly expanded and enlarged
Panama Canal will be christened. This event will be as consequential to trade and commerce as
the original opening of the Panama Canal in 1914. Will the elected and appointed officials and
business leaders along I-30 be prepared to capitalize on these opportunities and to mitigate any
potential downside of that expansion? These and many, many other issues need to be discussed
and a vehicle needs to be established to move them forward. It is important that we identify the
issues and advocate for them collectively and in unison, in Austin, Little Rock, and Washington,
DC. Those of us that have signed this letter feel that it is time for us to take action.
We are pleased that Rick Stopfer, TEX-21 Chairman and Deputy Mayor Pro Tem for the City of
Irving, based on the strength of the existing TEX-21 members along this corridor, has agreed to
help us utilize an opportunity to partner with TEX-21 as we seek to create a strong, sustained
focus on trade and commerce along the 1-30 Corridor. If there is enough interest expressed from
those of us within the Corridor, then Rick Stopfer will move to create a TEX-21 I-30 Corridor
Task Force which will be formed to specifically address the issues and opportunities along 1-30.
This could give us one voice, and a stronger presence, in Austin, Little Rock, and Washington at
this critical time.
On Friday, November 12 from 10:00 AM until 12:00 Noon in the City of Texarkana, Texas,
Bowie County Judge James Carlow and Bowie County Commissioner John Addington, along
with key stakeholders from across the I-30 Corridor will host and conduct a strategic planning
meeting to begin this exciting initiative aimed at maximizing the myriad surface transportation
opportunities available within the 1-30 Corridor. As a recognized leader in this region, your
participation at this first meeting is of vital importance and would be greatly appreciated.
Following this planning meeting, the Board of Directors of Transportation Excellence for the 21
Century (TEX-21 ) will conduct its Fall Quarterly Meeting over lunch and through 3:00 PM.
You are invited and encouraged to attend and participate in this TEX-21 lunch and meeting
along with stakeholders from across the State of Texas to discuss and determine the ways in
which TEX-21's ongoing work can, and will, contribute to the development of sound
transportation policies and a sustainable revenue source to ensure that these policies have the
greatest impact. TEX-21 has also confirmed that TEX-21 Congressional Caucus member and
long-time 1-30 champion Congressman Ralph Hall will attend and address those at this meeting
and will keep in close contact with Congressman Hall's district leadership as the date nears.
