CITY COUNCIL AGENDA
Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, October 25, 2010. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding to any
comments other than to refer the matter to a future agenda, to an existing policy, or to a staff
person with specific factual information. Claims against the City, Council Members, or
employees, as well as individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on October 11,
2010.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Airport Advisory Board (7-15-10; 8-19-10)
b. Paris Economic Development Corporation (9-14-10)
c. Historic Preservation Commission (9-8-10; 9-27-10; 10-1-10)
7. Deliberate on September monthly financial report.
8. Deliberate on drainage ditch maintenance report.
9. Deliberate and act on appointment of a Council Member representative for I-30
Corridor Transportation issues.
10. Deliberate and act on a Resolution approving and authorizing a Professional
Services Agreement with Greater Paris Development Foundation to perform
certain specialized services through the Racial Diversity Task Force for the City
of Paris.
11. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with the American Red Cross, Lamar County Chapter to perform certain
specialized services to the City of Paris and its citizens; and authorizing the City
Manager to negotiate and execute all necessary documents.
12. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with the Lamar County Historical Society to perform certain specialized services
to the City of Paris and its citizens; and authorizing the City Manager to negotiate
and execute all necessary documents.
13. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with the Children's Advocacy Center to perform certain specialized services to
the City of Paris and its citizens; and authorizing the City Manager to negotiate
and execute all necessary documents.
14. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with the East Texas Council on Alcohol and Drugs to perform certain specialized
services to the City of Paris and its citizens; and authorizing the City Manager to
negotiate and execute all necessary documents.
15. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with the CASA For Kids to perform certain specialized services to the City of
Paris and its citizens; and authorizing the City Manager to negotiate and execute
all necessary documents.
16. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with the Lamar County Human Resources Council to perform certain specialized
services to the City of Paris and its citizens; and authorizing the City Manager to
negotiate and execute all necessary documents.
17. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with Shelter Agencies for Families in East Texas, Inc. to perform certain
specialized services to the City of Paris and its citizens; and authorizing the City
Manager to negotiate and execute all necessary documents.
18. Deliberate and act on a Resolution authorizing a Professional Services Agreement
with Models of the Maker to perform certain specialized services to the City of
Paris and its citizens; and authorizing the City Manager to negotiate and execute
all necessary documents.
Regular Agenda
19. Public hearing, deliberate, first reading, and possibly act on an Ordinance
amending the future land use on Lot Part of 14, City Block 306-C, located at 4220
North Main Street, from a Commercial District to Light Industrial District.
20. Public hearing, deliberate, first reading and possibly act on an Ordinance
considering the petition of Paul A. Stephens for a change in zoning from
Agricultural District (A) to a Light Industrial District (LI), on Lot Part of 14, City
Block 306-C, located at 4220 North Main Street.
21. Deliberate on Paris Economic Development Corporation's 2010-11 Plan of
Work/Quarterly Report.
22. First reading and deliberate on an Ordinance granting to Steve B. Raney and
Wendy L. Raney, d/b/a Yellow Cab Company, an extension of an existing
franchise to use the public streets, alleys, and highways of the City of Paris for the
purpose of transporting passengers for hire in motor vehicles. (requires three readings)
23. First reading and deliberate on an Ordinance granting to Steve B. Raney and
Wendy L. Raney, d/b/a City Cab Company, an extension of an existing franchise
to use the public streets, alleys, and highways of the City of Paris for the purpose
of transporting passengers for hire in motor vehicles. (requires three readings)
24. First reading and deliberate on an Ordinance granting to David Thompson, d/b/a
Lone Star Cab Company, an extension of an existing franchise to use the public
streets, alleys, and highways of the City of Paris for the purpose of transporting
passengers for hire in motor vehicles. (requires three readings)
25. First reading, deliberate and possibly act on an Ordinance establishing a
mitigation services recovery fee plan for the City of Paris for the reimbursement
of costs associated with the use, loss, damage, equipment, and materials incurred
in connection with the act of rendering emergency services to non-citizens of the
City of Paris.
26. Deliberate and possibly act on a Resolution approving and authorizing the
execution of an Agreement between the City of Paris Fire Department and
Revenue Rescue, Inc. for the collection of fees and costs for services rendered at
vehicle fires, vehicle accidents, hazardous waste spills, and rescue incidents.
27. First reading, deliberate and possibly act on an Ordinance of the City of Paris,
Texas, regulating procedures and policies pertaining to the operations of Wrecker,
Towing, and Storage Facilities in the City of Paris.
28. First reading, deliberate and possibly act on an Ordinance approving the extension
of the school zone near the new Paris High School on Loop 286 SE Loop to
include that part of the loop in front of the football stadium and providing for the
operation of school zone flashing beacons during school events.
29. Hear and deliberate on presentation of the Leadership Lamar County Class
Project on the Grand Theater Fagade Restoration.
30. Deliberate and possibly act on a Resolution authorizing the contract with
Terracon for engineering services related to the Grand Theater EPA Brownfield
cleanup project.
31. Deliberate and possibly act on a Resolution approving and authorizing the
execution of a contract with the Corp. of Engineers for the purchase of the
remaining water rights of Lake Pat Mayse.
32. Deliberate and possibly act on a Resolution approving the contract with the
Chamber of Commerce of Lamar County, Inc. to maintain the Visitors &
Convention Council for the purpose of managing the municipal hotel occupancy
tax fund.
33. Deliberate and possibly act on acceptance of a clock from Louise Hagood.
34. Convene into Executive Session:
(a) Pursuant to Section 551.071 of the Texas Government Code, Consultation
with Attorney, to receive legal advice from the City Attorney about
pending or contemplated litigation and/or on matters in which the duty of
an attorney to his client under the Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas, clearly conflict with this
chapter.
(b) Pursuant to Section 551.074 of the Texas Government Code to deliberate
the appointment, employment, evaluation, reassignment, duties, discipline,
or dismissal of a public officer or employee as follows: Evaluation and
discussion of the retention, suspension, or termination of the City
Manager. (A motion to remove this item from the table is required before deliberating.)
35. Reconvene into open session to possibly deliberate and/or act on those matters
discussed in Executive Session.
36. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
37. Adjournment.
