In December 2009, the Leadership Lamar County Class of 2009-10 committed to raise $66,000 for the restoration of the Bywaters peristyle. At that time, the estimated project cost was $132,000 with the City matching their commitment from the City's historic preservation fund (generated by retaining 5% of the hotel occupancy tax). Due primarily to unanticipated foundation problems, the project cost was revised to $262,100 in April 2010. The Leadership Class succeeded in raising their goal of $66,000. A grant from the Meadows Foundation was requested to complete the project because of the cost increase but the request was declined in September 2010. Council Member Pickle's proposal would authorize the staff to complete this project using funds from the following sources: Leadership Lamar County Class of 2009-10 $ 66,000 City's special purpose grants funding $151,000 General Fund reserves $ 45,100 Staff continues to evaluate steps to reduce project expense and also continues to pursue grant resources, including a$30,000 grant sent in on November 5. The only potential downside to allocating funding for all of the City's share of the project cost right now is that some grant programs do not allow their grant funds to supplant other funds already dedicated to a project. Dedicating all of the money right now would mean the City would lose the opportunity to apply for those funds. The Leadership Lamar County class of 2009-2010 committed $66,000 for the restoration of the Peristyle in December of 2009. At that time they were given a project estimate of $132,000, with the city matching their commitment. In April 2010 the estimated cost had escalated to $262,100.00, however the class had raised their $66,000. A grant from the Meadows Foundation was requested to complete the project, unfortunately in September the city was notified the project was not approved. As a result of the efforts by Leadership Lamar County last year, their commitment to the City of Paris as evidenced by this year's class adopting the Grand Theater, and the desire by the community to see the Bywaters Peristyle return to its original form, I am making this request.
