Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, November 22, 2010. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two
minutes. The Texas Open Meetings Act prohibits the Council from responding [o any comments
other than to refer the matter to a future agenda, to an existing policy, or to a staff person with
specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
5. Public Announcements.
a. Proclamation recognizing the North Lamar High School Marching Band for
their achievements.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
lo all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
6. Deliberate and act on the approval of minutes from the meeting on November 8,
2010.
7. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Historic Preservation Commission.
8. Deliberate on October monthly financial report.
9. Deliberate on drainage ditch maintenance report.
Regular Agenda
10. Public hearing, hear and deliberate proposals received for landfill services and
residential collection services.
11. Deliberate and possibly act on an Ordinance establishing a mitigation services
recovery fee plan for the City of Paris for the reimbursement of costs associated with
the use, loss, damage, equipment, and materials incurred in connection with the act of
rendering emergency services to non-citizens of the City of Paris. (A motion co remove
this item from the table is required before deliberating)
12. Deliberate and possibly act on a Resolution authorizing an agreement with Revenue
Rescue, Inc. for the collection of fees and costs for services rendered at vehicle fires,
vehicle accidents, hazardous waste spills, and rescue incidents; and authorizing the
Mayor to negotiate and execute all necessary documents. (A motion to remove this item
from the table is required before deliberating)
13. Deliberate and possibly act on a Resolution accepting the bid and awarding the
contract for the Stillhouse Road Widening Project to Richard Drake Construction Co.;
and authorizing the Mayor to negotiate and execute all necessary documents.
14. Deliberate and possibly act on a Resolution authorizing the submission of a request to
become a reservation system participant to the Texas Department of Housing and
Community Affairs for home funds; and authorizing the Mayor to negotiate and
execute all necessary documents.
15. Convene into Executive Session pursuant to Section 551.074 of the Texas
Government Code to deliberate the appointment, employment, evaluation,
reassignment, duties, discipline, or dismissal of a public officer or employee, to-wit:
the City Manager.
16. Reconvene into open session.
17. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-08 ] .
18. Adjournment.
