The summary budget is in the table below. From 1St Street SW the route will follow along the south side of the Hearne Street right-of-way to SW 4th Street; and, WHEREAS, this project will be the first Rails with Trails project in Paris and the following organizations have pledged funds for the project: First Federal Community Bank Foundation $25,000; Legacy Foundation $25,000; Lennox Foundation $10,000; Gary Brown $15,000; Liberty National Bank $6,000; Guaranty Bond Bank $5,000; and Lamar National Bank $1,000 totaling $87,000; and, WHEREAS, the City Council of the City of Paris deems it in the best interest of the citizens of the City of Paris to make application to the Texas Parks & Wildlife Department for a Texas Parks and Wildlife Recreational Trails Grant in the amount of $200,000 for the extension of the Trail de Paris Project, in the form attached hereto as Exhibit A, and the same should be approved. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the application made to the Texas Parks & Wildlife Department for a IVational Recreational Trails Grant in the amount of $200,000, to extend the Trail de Paris Project from 8th Street SE and the railroad to 4th Street SW and Hearne Street, with the City of Paris being responsible for $60,000 of in kind services in accordance with the terms and conditions described in Exhibit A attached hereto be, and the same is hereby approved. . . 34 Section 3. DESCRIPTION OF PROJECT Please provide a clear and concise description of the proposed project in the space below. Include a description of the trail length, width, surfacing, and configuration (loop, linear, network); trailhead and trailside amenities. Detail all work to be performed; any right-of-way or easements to be acquired; the relationship between project and any other work planned or existing; partnerships andlor community involvement; and educational/interpretive aspects of the project. (Limit to 1 page). This linear, active use recreational Trail project will feature Rails-with-Trails sections located adjacent to a Union Pacific (UP) Railroad spur line that is operated by Kiamichi Railroad (KR). The City of Paris has partnered with KR and Crossroads Properties, Inc. (CPI) in developing the Trail route and has received 25 foot recreational easement agreements through their properties; KR=2,323 LF, CP1=972 LF, City of Paris (ROW)=899 LF. The Trail will begin on the west side of 8cn Street SE where the spur ends and will connect to the 5-mile Trail de Paris and Reno Rail Trail built on the UP RR abandoned rail banked Greater Paris Development Foundation (GPDF) corridor and proceed west 4,194 LF to 4th Street SW. The Trail route will only cross the active spur corridor once. There are two future trailheads with parking and park facilities planned: on CPI property at 3`d Street SE and Jackson Street. and on donated land at 4th Street SW and Hearne. A 4' to 6' chain link fence will be installed between the Trail and active spur to enhance separation. It will not be part of the funding request. The surrounding land use is a mix of small businesses, light industry, and a few residents. Please see enclosed route photos that are referenced on aerial project map. Some of the trail section will require clearing brush and removing in-place rails and ties, rough grading just enough corridor width to fill and lay a 12' wide all weather asphalt trail with 2' crushed granite shoulders. It will be handicap accessible. Benches, bike racks, safety bollards, regulatory signage, traffic calming, and trash receptacles will be placed at strategic locations. Rail-to-Trail safety design and security will the projects top priority. We will follow AASHTO Guidelines, USDOT Rail-with-Trail: Lessons Learned Report, and Rails-with-Trails Conservancy Report. This Trail project is the destination gateway for active transportation expansion to three additional abandoned railroad (RR) corridors. At 4th Street SW. it will tie into a southwest UP abandoned RR corridor that will serve as an Inter-City/Trail link to the 57-mile Chaparral rail banked corridor through 7 rural towns to Farmersville. Also at 4th Street SW it will join a west to north UP abandoned RR corridor that will be an tntra-city Paris/Trail to the city's Heritage Park, Lamar County Chamber of Commerce and Historical Museum. From this location the City of Paris owns a third north to east abandoned RR corridor that will connect to two Paris ISD schools, a City park and walking trail, and the Red River Valley Boys and Girls Club Facility. This will be the 7th Trail extension project to the original 2.5-mile Trail de Paris completed in 2005. Three expansions have been completed: 1) East-funded by TPWD Recreational Trail Fund and 3 local Foundations; 2) South-funded by Kimberly-Clark Foundation, Lamar County, Pct. #2, and 5 Paris Banks; and 3) a Paris to Reno collaborative Trail project. Two extension projects funded by TPWD Recreational Trails Fund are to be completion by 2010 years end. They are the Trail de Paris west expansion from 12th Street SE to 8'h Street SE, and the Reno Rail Trail expansion from Airport Road to Reno's east city limit. Applications have been submitted to TxDOT's Safe-Route- to School Program for Paris ISD that will use the Trail de Paris to link 3 of their schools together and an Enhancement Grant to extend the Recreational Trail system from Reno's east city limit through Lamar County to Blossom's east city limit. Lamar County is its sponsor. Please see enclosed Recreational Master Plan map showing all these extensions and for more detailed map presentation visit the Trail website at www.traildeparis.orq. Please see enclosed pictures displaying results of some of the successful Trail de Paris partnership programs and projects. MAINTENANCE In the space below, briefly describe the identified commitment to continued operation and maintenance of the project. Please indicate who will be responsible for which tasks and who will finance them. Upon project completion, the COP is prepared to be responsible for the maintenance and landscaping necessary to ensure that the Trail de Paris (Rails with Trails) extension is kept safe and in good condition at all times. Landscaping, litter control, and maintenance of the trailhead facilities will be the responsibility of the COP Parks Department. It is estimated that the annual cost for these responsibilities will be approximately $1,000.00. The source of these maintenance funds will be the COP Parks Department operating budget. The Paris Police Department (PPD) will provide public safety, and security, The PPD facility is adjacent to the Trail de Paris and they have created an asphalt pa#h to directly access the trail system. The "Friends of the Trail" organization, various other trail user support groups are working in concert with the City of Paris to aid in maintenance, safety and security of the Trail. 4 39 Texas Parks & Wildlife Department Grant Application for Texas Recreational Trails Fund 11. PROJECT USE AND BENEFITS Provide in the space below a brief description of the benefits of the proposed project in terms of the projecYs quality, geographic scope, recreational needs that are to be met, and expected amount of trail use or population to be served. The Rail-with-Trail extension will provide safe, linear, active transportation accessibility to an even broader user base, to the proven successfuliy supported usage of the Trail de Paris Trail, as it will add another 2,117 residents from CentralNVest Paris of which 427 are of school age and 825 households. The trail is open and free to the 14% of these households that do not own a vehicle. In this trail expansion targeted area 32.7% of households are below $15,000 annual income and 50.6% earn below $25,000 annually. Median household income for this area is $24,535. There are 30,088 residents within a 5-mile radius of the project site. It will attract the young and old, the healthy and disabled, and serve as a surface transportation connection to Church Street, the southern boundary of Church Street will serve as a gateway to the Downtown Historical District with their many recreation, education, and government sites. This expansion of the Trail will provide direct commuter access to the pedestrian/cycling community to such destinations as Bywaters Park where the summer Municipal Band concerts are held, the Paris Public Library and nearby ball fields, Culbertson Fountain in the center of the Main Street District, Texas Parks and Wildlife's Historic Sam Bell Maxey Museum, Market Square where local farmers sell fresh praduce, Main Street art galleries, and the Paris skate board park. This new section of the Trail will be close to museums, and shopping, City Hall, the Lamar County Courthouse, and the Lamar County Health Department. Major North, South, east and west entryways to Paris will cross this trail extension. It will also provide a trailhead for out of town Trail users as State Highways 19 and 24 from the south and US Hwy. 271 from the north and US Hwy. 82 from the east and west will intersect it via Main Street. It will provide incentives for new businesses, such as a bicycle shop, Bed & Breakfast, RV park/sites, etc. Studies show that the longer a Trail is, the farther people will travel to use it, the longer they will stay on it, and the more money they will spend in its vicinity. This active transportation Trail not only offers recreational, social and health benefits, it brings economic development and tourism opportunities to this already "economically distressed" Lamar County area. This off road recreation trail network will provide a safe learning environment to teach and improve our children's bicycling skills, so they can bicycle to school and recreation facilities. The trail runs through the Paris Junior College Campus and is connected to the Paris Sports Comptex and Love Civic Center giving these residents off road access to these facilities and their educational, social, governmental, and sports events and programs. The Paris Police Department is located adjacent to the trail system and has been directly linked to it for easy safety and security access. These are some of the community events that have been held on the Trail: Tour de Paris Bicycle Rally, Run for the Arts and Casa for Kids Fun Run and Walk, Dallas Area Tandem Bike Rally, American Heart Association and Red River pown Syndrome Fund Raising Walks, Paris & NL ISD biology field trips. Socially, this active transportation Trail has developed an enhanced awareness of the surrounding environment and support opportunities to interact with other trail users. It's a place that will form renewed connections between residents with face-to-face encounters and a friendly "hello" along the way. A sense of community has emerged with the addition of the Trail de Paris to our area. Individuals and groups have a safe and accessibfe place to exercise and familiar faces are spotted on the trail daily. The Trail de Paris active transportation Trail is building destinations. 5 40 Texas Parks & Wildiife Department Grant Application for Texas Recreational Trails Fund 12. TRAIL CORRIDOR INFORMATION Describe below the ownership of the trail corridor. If the land is currently in public hands, identify the name of the public land. If the land is not in the sponsor's ownership, include a statement of permission to construct trail project from the landowner. If land, easement, or other property interest will be acquired, describe how this will be accomplished. If acquisition in fee, include a statement of why easement was not possible. The project Trail corridor will extend the current 5-mile Trail de Paris-Reno Rail Trail another 4,194 LF from 8th Street SE to 4th Street SW. The Trail corridor 899 LF from 15` Street SW to 4`h Street SW will be constructed on City of Paris right of way. A 25' recreational easement will be obtained from Crossroads Properties, Inc. for the construction of the trail pathway 972 LF from 5th Street SE to 3`d Street SE. A 25' recreational easement will be obtained from Kiamichi Railroad for the Trail sections construction 2,323 LF from 8th Street SE to 5`h Street SE and from P Street SE to 1St Street SW. This route has been agreed upon by both of the above parties via several meetings. Please see enclosed 25' easement letters of support from Kiamichi Railroad and Crossroads Properties, Inc. 13.
