RECOMMENDED MOTION:
Move to approve a Resolution confirming the City Manager's appointment of Herbert Preston to the
Civil Service Commission.
POLICY ISSUE(S):
City boards and commissions.
BACKGROUND:
Pursuant to Local Government Code Section 143.006(b), it is the responsibility of the chief executive of
the municipality (City Manager) to appoint members to the Civil Service Commission. Zenetta
Fulbright's term expires December 31, 2010, and she does not desire to serve another term. The City
Manager is recommending the appointment of Herbert (Herb) Preston to succeed Ms. Fulbright.
Duties/Purpose: Adopts rules and investigates matters related to enforcement of Civil Service
regulations for firefighters and police officers, and hears appeals from disciplinary actions. Members
must have good moral character, resident of the city for more than three years, be over 25 years of age,
and not have held any public office within the preceding three years.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
CONFIRMING THE APPOINTMENT OF AS A
MEMBER OF THE FIRE FIGHTERS' AND POLICE OFFICERS' CIVIL SERVICE
COMMISSION OF THE CITY OF PARIS; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the term of office of Zenetta Fulbright, as a member of the Fire Fighters'
and Police Officers' Civil Service Commission of the City of Paris, will expire on December
31, 2010; and,
WHEREAS, the City Manager of the City of Paris, in accordance with the authority
granted in Section 143.006(b) of the Local Government Code, has appointed
for a term of three (3) years, beginning January 1, 2011, and ending
December 31, 2013, and has submitted the name of such person to the City Council for
confirmation;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby
in all things approved.
Section 2. That the appointment of , as a member of the
Fire Fighters' and Police Officers' Civil Service Commission of the City of Paris, for a term of
three (3) years, beginning January 1, 2011, and ending December 31, 2013, be, and the
same is hereby, confirmed.
Section 3. That this resolution shall be effective from and after its date of passage.
