00-AgendaCtTY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, December 13, 2010. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit tneir presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, ar to a staff person with specitic factual informarion. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate far citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be reinoved from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meetings on November 15, 2010; November 16, 2010; and November 22, 2010. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Paris Visitors and Convention Council (6-I5-10; 11-19-10) b. Paris Board of Adjustment (10-5-10) c. Paris Economic Development Corporation (10-19-10) d. Paris Public Library Advisory Board (10-20-10) e. Paris Historic Preservation Commission (10-25-10; 11 -10-10) 7. Deliberate on ditch maintenance report. Deliberate and act on a Resolution authorizing a Texas Parks & Wildlife Recreational Trails Grant application for extending the Trail de Paris from 8`h Street SE to 4'h Street SW; and authorizing the City Manager to negotiate and execute all necessary documents. Regular Agenda 9. Public hearing, deliberate, and possibly act on a Resolution authorizing an annual use agreement with Paris Junior College for Faris Junior College's use of Softball Field 4 at the City Sports Complex; and authorizing the City Manager to negotiate and execute all necessary documents. 10. Deliberate and act on the Preliminary Plat, the Final Plat, and a curb and gutter variance request on Lot l, Block A, McGlendon Addition CB-305, located at 2690 Campbell Street. 11. Deliberate on proposals received for landfill services and residential collection services. 12. Third reading, deliberate and possibly act on an Ordinance granting to Steve B. Raney and Wendy L. Raney, d/b/a Yellow Cab Company, an extension of an existing franchise to use the public streets, alleys, and highways of the City of Paris for the purpose of transporting passengers for hire in motor vehicles. (requires three readings) 13. Third reading, deliberate and possibly act on an Ordinance granting to Steve B. Raney and Wendy L. Raney, d/b/a City Cab Company, an extension of an existing franchise to use the public streets, alleys, and highways of the City of Paris far the purpose of transporting passengers for hire in motor vehicles. (requires three readings) 14. Third reading, deliberate and possibly act on an Ordinance granting to David Thompson, dib/a Lone Star Cab Company, an extension of an existing franchise to use the public streets, alleys, and highways of the City of Paris for the purpose of transporting passengers for hire in motor vehicles. (requires three readings) 15. Deliberate and possibly act on a Resolution accepting the bid and awarding the contraet for the Stillhouse Road Widening Project to Richard Drake Construction Co.; and; authorizing the City Manager to negotiate and execute all necessary documents.. (A motion to remove this item from the table is required before deliberating.) 16. Deliberate and possibly act on a Resolution approving final payment and closing out the contract for the Smith Creek Bridge project. 17. Deliberate and possibly act on a Resolution approving an ageeinent with Paris Living to administer the Homebuyer Assistance Program funded by the Texas Department of Housing and Community Affairs in the amount of $312,000; and authorizing the City Manager to negotiate and execute all necessary documents. 18. Deliberate and possibly act on a Resolution appointing a member to the Main Street Advisory Board to fill an unexpired terin on the Board. 19. Deliberate and possibly act on a Resolution confinning the City Manager's appointment to the Civil Service Commission. 20. Deliberate and possibly act on a Resolution authorizing an Airport Project Participation Agreement with TxDOT Aviation for Federal funding for improvements at Cox Field Airport; and authorizing the City Manager to negotiate and execute all necessary documents. 21. Deliberate the employment of consultants to assist in redistricting. 22. Convene into Executive Session: • Pursuant to Section 551.072 of the Texas Government Code to deliberate the purchase, exchange, lease, or value of real property. • Pursuant to Section 551.074 of the Texas Government Code to deliberate the appointment, employment, evaluation, reassigmment, duties, discipline, or dismissal of a public officer or employee, to-wit: the City Manager. 23. Reconvene into open session, deliberate and possibly act on a Resolution approving and authorizing the execution of a renewal Lease Agreement with Lloyd Barrow and Sybil Barrow for land application of sewage sludge. 24. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 25. Adjournment.
