Redistricting
BACKGROUND:
Following every decennial census, all political jurisdictions are required substantiate their existing
electoral district boundaries or make adjustments to accommodate demographic changes since the last
census. Census data for use in redistricting is expected to be released by March 2011 and the
redistricting process has to be completed by 2012. City staff has coordinated efforts with Paris
Independent School District and Paris Junior College to share redistricting resources in arder to reduce
expenses for all three entities since we all share more or less the same boundaries (and in the case of PJC
the same election district boundaries).
The Mayor and City staff, together with Superintendent Trull and President Anglin met with Mike
Morrison last month to discuss the process. Mr. Morrison and his partner David Guinn are Professors at
the Baylor Law School and their firm, Guinn and Morrison, has been involved in redistricting issues in
Texas for over 30 years and is highly regarded in this field. The City Manager has firsthand experience
with the firm following the 2000 Census. Please see the accompanying profiles for Professors Guinn
and Morrison.
