CITY COUNCIL AGENDA ITEM BRIEFING SHEET Submittal Date: Originating Department: Presented By: Agenda Item No.: 01/06/11 Council Date: City Manager Gene Anderson 10. 01/10/11 RECOMMENDED MOTION: Deliberate and possibly act on a Resolution authorizing and approving a proposal for the City Manager to enter into an Agreement with an outside consultant for redistricting analysis and services in accordance with 2010 Census Data; and authorizing the city Manager to negotiate and execute all necessary documents. POLICY ISSUES): Redistricting BACKGROUND: Following every decennial census, all political jurisdictions are required substantiate their existing electoral district boundaries or make adjustments to accommodate demographic changes since the last census. Census data for use in redistricting is expected to be released by March 2011 and the redistricting process has to be completed by 2012. City staff has met with Paris Independent School District and Paris Junior College to share redistricting efforts in order to reduce expenses for all three entities since we all share more or less the same boundaries (and in the case of PJC the same election district boundaries). The Mayor and City staff, together with Superintendent Trull and President Anglin met with Mike Morrison in November to discuss the process. At the City Council meeting of December 13, 2010, several Council Members expressed a desire to contact the County, because the County was going to engage the services of Allison, Bass & Associates for less cost. Mayor Biard said that he would contact Judge Superville. Since that time, a proposal from Allison, Bass & Associates was received by Gene Anderson. Staff needs direction from Council on how it would like to proceed.
