This ordinance amends the 2010-11 budget transferring appropriations and a position from the City
Manager's office to the Finance/Personnel Office. During the 2010-11 budget workshops, the
communications officer position requested by the City Manager did not receive Council support. It was
proposed instead that a human resources position be created in the Finance/Personnel Department. This
position would replace the part-time position now occupied by Melba Harris who retired December 31,
2010.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AUTHORIZING AND DIRECTING THE DIRECTOR OF FINANCE TO
TRANSFER THE HUMAN RESOURCES POSITION TO THE
FINANCE/PERSONNEL DEPARTMENT; TRANSFER UNENCUMBERED
APPROPRIATION BALANCES FROM THE CITY MANAGER DEPARTMENT
TO THE FINANCE/PERSONNEL DEPARTMENT; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A
REPEALER CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, it has become necessary for the Human Resources position to be
transferred to the Finance/Personnel Department; and
WHEREAS, the City Council desires certain expense outlay accounts in the 2010-11
fiscal year budget to be reduced in the City Manager's office as follows:

2. Social Security 01-0102-12-00 $ 3,054
3. TMRS 01-0103-12-00 $ 4,507
4. Hosp/Life/Disab. Ins. 01-0104-12-00 $ 5,226

WHEREAS, the City Council desires certain expense outlay accounts in the 2010-11
fiscal year budget to be increased in the Finance/Personnel office as follows:

WHEREAS, in accordance with Section 70 of the Paris City Charter at the request of
the City Manager, the City Council may approve transfer of an unencumbered
appropriation balance or portion thereof from one office, department, or agency to
another;

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby
in all things approved.
Section 2. That the Human Resources position be transferred to the
Finance/Personnel Department.
Section 3. That the Director of Finance be, and he is hereby, authorized and
directed to transfer unencumbered appropriation balances from the following accounts in
the amounts shown as follows:

2. Social Security 01-0102-12-00 $ 3,054

That the Director of Finance be, and he is hereby, authorized and directed to

Section 4. That all provisions of the ordinances of the City of Paris, Texas in
conflict with the provisions of this ordinance are hereby repealed, and all other provisions
of the ordinances of the City of Paris not in conflict with the provisions of this ordinance
shall remain in full force and effect.
Section 5. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending

under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering
any penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 6. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section 7. That by a supermajority vote of ayes and nays, the City
Council voted to suspend the rule requiring two readings before adoption of this ordinance.
Section 8. That this ordinance shall become effective from and after its passage
of the first reading and publication as required by law.
