01-13-2011 CITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in special session at 5:30 p.m. on Thursday, January 13, 2011. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meeting on December 13, 2010 and December 20, 2010. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Paris Historic Preservation Commission (11-22-2010) b. Planning and Zoning Commission (10-4-2010; 12-6-2010) c. Housing Authority (10-19-2010) 7. Deliberate on November monthly financial report. 8. Deliberate and possibly act on a Resolution affirming that the City of Paris has complied with the requirements of the Public Funds Investment Act and amending the City's Investment Policy. Regular Agenda 9. Deliberate and possibly act on a Resolution authorizing the execution of and Maintenance Agreement with Louise W. Hagood for a clock donated by Louise W. Hagood; and authorizing the City Manager to negotiate and execute all necessary documents. 10. Deliberate and possibly act on a Resolution authorizing and approving a proposal for the City Manager to enter into an Agreement with an outside consultant for redistricting analysis and services in accordance with 2010 Census Data; and authorizing the City Manager to negotiate and execute all necessary documents. 11. First reading, deliberate and possibly act on an Ordinance authorizing and directing the Finance Director to transfer the Human Resources position to the office of the Finance/Personnel Office and to transfer the unencumbered appropriation balance associated with the position. 12. Convene into Executive Session pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of an attorney to his client under the Texas disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter. 13. Reconvene into open session. 14. First reading, deliberate and possibly act on an Ordinance finding that public necessity and convenience require the City Council to grant a privilege to use the city streets, highways, alleys and thoroughfares to collect and transport solid waste for residential accounts within the city limits of the City of Paris, Texas; awarding a contract for the collection and transportation of solid waste for residential accounts in the City; establishing a street use fee; and authorizing the City Manager to negotiate and prepare all necessary documents to effectuate this Ordinance. 15. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 16. Adjournment.
