POLICY ISSUE(S): Plat Approval BACKGROUND: This is the preliminary and final plat for Lots 1, 2 and 3, Block A, Essent PRMC Addition 306 #1, located at 865 DeShong Drive, 1025 DeShong Drive, 2850 Lewis Lane, 2870 Lewis Lane and 2890 Lewis Lane. The hospital is expanding the south side of the main building by constructing a two story building. Two unimproved drainage channels exist on the hospital property. A drainage easement is required, because water is flowing from off-site through the hospital property to another off-site property. Per City Subdivision Regulations (section attached) the drainage ditches must be improved. PRMC has asked for a variance from having to improve the drainage channels The variance request also includes a variance from having to show the utility easements. We are working through this issue and hope to have most of the problem resolved prior to the City Council Meeting. Staff recommends that the preliminary plat be approved, but recommends that the final plat and variance request for the improvement of drainage channels be denied. BOARD/COMMISSION RECOMMENDATION: The Commission recommended approval of the preliminary and final plats, subject to the City Engineer's recommendations by a vote of 4-0 on each. It appears that the preliminary plat complies with the City of Paris subdivision regulations with the following exception. 1. The two drainage channels (NE and SW corners) on the property must be brought up to code. Several options are available. Drainage easements should be added to allow water to flow through the property. 2. Show all of the existing water lines, sewer lines, water meters and sewer cleanouts. 3. All of the existing water lines, fire hydrants, water meters and public sewer lines should be in a 15-foot wide utility easement. 4. Show Right-of-Way widths for Stillhouse Road (at a couple of locations) and Stone Avenue. Show street widths for all of the adjacent streets. The first item listed below must be taken care of by a Subdivision lmprovement agreement or this final plat must be denied. The remainder or the items that need to be corrected are listed below: 1. The two drainage channels (NE and SW corners) on the property must be brought up to code. Several options are available. Drainage easements should be added to allow water to flow through the property. 2. Show all of the existing water lines, sewer lines, water meters and sewer cleanouts. 3. All of the existing water lines, fire hydrants, water meters and public sewer lines should be in a 15-foot wide utility easement. 4. Request to concrete the 2 Drainage channels as per Memorandums. These channels do not affect the area of the proposed improvements planned at PRMC at the present time. These channels have been in place for a long time, and do not seem to be a threat to any drainage problems at this time. 2. & 3. Request to show existing water and sewer utilities as per Memorandums. I have inquired with the City of Paris Engineering Department and with the Maintenance Department at PRMC for maps of the water and sewer utilities. Neither Department can find any maps to show these utilities. I cannot guess where the underground (non-visible) water lines and sewer lines are, therefor I cannot show the easements that the City of Paris requests. Any and all contractors doing construction work at this site will be required to try to locate any existing underground lines, so not to disturb or destroy them. If a utility line is broken, then PRMC or the contractor shall be required to fix said line. PRMC acknowledges the need for the City of Paris to have the Easements, but at this time they nor I see any way, without digging up the entire site, to produce such locations for said Easement. MINIMUM IMPROVEMENTS The following improvements shall be placed within all new subdivisions by the subdivider and these improvements or guarantee thereof, as set forth herein, shall be a condition precedent to the final approval and acceptance of the subdivision: (1) Standard curb and gutter, except as permitted in area zoned Single-Family Dwelling District No. One (SF-1) and not otherwise required. (2) Street subgrade (with lime stabilization as required). (Ord. No. 85-012, § 1, 4-15-85) (3) Street pavement. (Ord. No. 85-012, § 1, 4-15-85) (4) Valley or dips, where essential for drainage purposes. (5) Street signs. (6) Water service and fire hydrants, where required under this ordinance. (7) Sewer service, where required. (8) Storm sewers and drainage structures, where required. All improvements sha11 be done in accordance with the design standards of this ordinance and [at] the time of submission of the plat. (1) Surveying und Engineering. The subdivider or developer shall furnish all engineering and surveying necessary to prepare the plat, and all engineering necessary to prepare the plans and specifications and supervise the construction thereof of all improvements within the subdivision except where contracts are entered into with utility companies licensed to operate in Paris, Texas, and this said construction is to be done by their own forces. In this event utility companies shall furnish all engineering and inspection necessary for this construction. The City Engineer or his authorized representative shall have the power to inspect any or all improvements being constructed under this ordinance to insure [ensure] the fulfillment of the intent of this ordinance. Section VIII. Design of lmprovements. E. Drainage. Storm sewers, bridges, culverts, inlets, and drainage channels or ditches of a permanent design adequate to carry off such rainfall shall be installed by the subdivider throughout the entire length of the drainage area where the surface drainage traverses the subdivision. The subdivider may construct in lieu of storm sewers suitable drainage channels which shall be of sufficient width, depth and shape to carry off the surface drainage and allow for maintenance operations in keeping such ditches open. All drainage ditches so constructed shall have their sides sloped so as to retard erosions; the flow line of said ditches shall be permanently established by small low flow concrete sections, and the banks of all curves or bends shall be permanently protected to prevent erosion. No open drainage channels shall be constructed within the areas dedicated as public streets and alleys in said subdivision; provided, however, that in cases where utilization of the land of the improved development warrants otherwise, such ditches may be located in the center portion of the street (except at street intersections where culverts or bridges of a permanent design shall be constructed) where a right-of-way not less than eighty (80) feet in width, plus width, for drainage channel, is provided. Computations to determine whether such lots or land will be flooded by rainfall and the size of drainage facilities adequate to prevent flooding shall be based upon the "Rational Method" using the Texas State Highway DepartmenYs Frequency of Rainfall for District 1, and a five-year cycle for residential areas, Class 1& 2, ten-year cycle for apartment areas and mass housing projects, and twenty-five-year cycle for areas of lower zoning classification than residential. No street shall be designed or allowed in any subdivision to carry more surface water than can be carried by the street when the water is running curb deep.
