RECOMMENDED MOTION:
Deliberate and possibly act on the request from Richard Drake Construction Company and North Lamar
Independent School District to approve the delay of the Stillhouse Road Widening Project until June 6,
2411.
POLICY ISSUE(S):
Contract Delay
BACKGROUND:
On October 28, 2010, the City of Paris received bids for the widening of Stillhouse Road. Three bids
were received, with the lowest that of Richard Drake Construction, in the amount of $109,837.00 for the
base bid and $62,274.11 for the alternate bid. At the December 13`" City Council meeting the contract
was awarded to Richard Drake Construction Company in the amount of $172,111.11.
The City of Paris has received two letters requesting that the project be delayed until June 6, 2011.
Several reasons have been cited: safety of safety of the students and the accessibility of the parents of
school aged children, heavy school traffic, limited construction times (to avoid school traffic) and
shortened days during the winter.
Richard Drake Construction Company will honor the original bid prices.

North Lamar ISD is excited about the widening of Stillhouse Road east of our
campus. However, at this time we would request that the work on Stillhouse be
delayed until June, 2011. The reason for the request is for the safety of our
students and the accessibility for our parents. We have extremely high traffic
from 7:4 5 a.m. to 8:15 a.m. and from 3:00 p.m. to 3:4 5 p.m. I feel the project
would be better suited for completion after the end of the school year.
