Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, February 14, 2011. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. The
Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the
matter to a future agenda, to an existing policy, or to a staff person with specific factual information.
Claims against the City, Council Members, or employees, as well as individual personnel appeals are not
appropriate for citizens' forum.)
5. Public Announcements.
a. Proclamation recognizing the Paris High School Drumline for their
achievements.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
6. Deliberate and act on the approval of minutes from the meeting on January 24, 2011.
7. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Airport Advisory Board minutes (9-16-2010 and 10-21-2010)
b. Main Street Advisory Board minutes (11-16-2010)
c. Paris Historic Preservation Commission minutes (12-8-2010 and ]-12-2011)
d. Civil Service Commission minutes (1-27-2011)
Regular Agenda
Deliberate and act on the Preliminary Plat, Final Plat, and variance request for the
improvement of drainage channels of Lots 1, 2 and 3, Block A, Essent PRMC Addition
306 #l, located at 865 DeShong Drive, 1025 DeShong Drive, 2850 Lewis Lane, 2870
Lewis Lane, and 2890 Lewis Lane.
9. Deliberate and act on the Preliminary Plat and Final Plat of Lot 1, Block B, Essent PRMC
Addition 306 42, located at 575 DeShong Drive, 2845 Lewis Lane, and 2875 Lewis Lane.
10. Deliberate and act on the Preliminary Plat, Final Plat, and ci.ub and gutter variance
request for Lot l, Block A, Kelley Addition, located in the 600 Block of North Main
Street.
11. Deliberate and act on the Preliminary Plat, Final Plat, and curb and gutter variance
request for Lots 1 and 2, Block A., Yoder Addition CB 235A, located at 1418 19`h Street

12. Deliberate and act on the Final Plat of Lot 9, Block A, Pecan Place Phase II Addition.
13. Receive and deliberate on report from the City Clerk regarding the Initiative Petition and
Supplemental Petition filed by petitioners prohibiting privatization of the collection,
handling, and disposition of residential garbage, trash, and rubbish.
14. Deliberate and act on a Resolution receiving and acknowledging the certification by the
City Clerk of an Initiative Petition calling for the adoption by City Council of an
Ordinance prohibiting the privatization of the collection and disposition of residential
trash in the City of Paris, and providing a method of fixing charges for such service.
15. Public hearing, public reading, deliberate and possibly act on an Ordinance by and for
this City of Paris, Lamar County, Texas, prohibiting privatization of the collection and
disposition of residential garbage, trash, and rubbish, and providing for a method of
fixing charges for such service, and making other findings and provisions related to the
subject of residential garbage, trash, and rubbish collection, and providing for a penalty,
and providing a severability clause, and repealing all ordinances or parts of Ordinances in
conflict herewith, and providing for an effective date.
16. Deliberate and act on a Resolution ordering a City-Wide Special Election for the City of
Paris, to be held on May 14, 2011, to consider a proposition calling for the adoption of an
Ordinance prohibiting the privatization of the collection, handling, and disposition of
residential garbage, trash, and rubbish, and providing for a method of fixing charges for
such service; providing a repealer clause, a severability clause, a savings clause, a penalty
clause; and providing an effective date.
17. Public hearing, deliberate and possibly act on a Resolution ordering a City-Wide Special
Election for the City af Paris, to be held on May 14, 2011, to consider propositions
calling for amendments to the City Charter.
18. Deliberate and act on a Resolution authorizing the City of Paris to contract with the
County Elections Administrator for election services for the City of Paris 2011 General
and Special Elections for May 14, 20 ] 1; repealing Resolution No. 2011-004; and
authorizing the City Manager to negotiate and execute all necessary documents.
19. Deliberate and act on a Resolution authorizing the Texas Coalition for Affordable Power
(TCAP) to negotiate an extension to the cuirent electric supply and related services
agreement with Next Era Energy for a fixed price per kWh for 2011-2013; approving
TCAP to contract with Next Era Energy; and authorizing the City Manager to negotiate
and execute all necessary documents.
20. First reading, deliberate, and possibly act on an Ordinance amending Article I of Chapter
23 of the Code of Ordinances of the City of Paris, Texas, by adding a new Section 23-
5(b) to include establish operating hours for the Trail De Paris.
21. First reading, deliberate, and possibly act on an Ordinance amending Section 5-2,
Running at Large or Walking Upon Designated Walking Tracks and other public places
in the City of Paris prohibited, of Chapter 5 of the Code of Ordinances of the City of
Paris, Texas, by amending Section 5-2 to designate the Trai] De Paris as a designated
public place where the walking of dogs on leashes is permitted.
22. Deliberate and act on a Resolution authorizing a grant application through the Governor's
Criminal Justice Division for 5,000 for a software interface; and authorizing the City
Manager to negotiate and execute all necessary documents.
23. Deliberate and act on a Resolution authorizing a grant application through the Governor's
Criminal Justice Division for $50,000 for two patrol cars; and authorizing the City
Manager to negotiate and execute all necessary documents.
24. Deliberate and act on a Resolution accepting the bid and approving a professiona]
services agreement with Hayter Engineering, Inc. for engineering services related to the
Texas Capital Fund Main Street Sidewalk Grant; and authorizing the City Manager to
negotiate and execute all necessary documents.
25. Deliberate and act on a Resolution accepting the bid and approving a professional
services agreement with Municipal Development Services for administrative services
related to the Texas Capital Fund Main Street Sidewalk Grant; and authorizing the City
Manager to negotiate and execute all necessary documents.
26. Deliberate on the hiring of a professional consultant to advise and coordinate the City's
efforts in hiring a new city manager.
27. Deliberate on the policy regarding weather days and employee compensation.
28. Deliberate, possibly act on the selection of a long-term landfill provider, and direct staff
to draft appropriate documents.
29. Deliberate and possibly act on the request from Richard Drake Conshuction Company
and North Lamar Independent School District to approve the delay of the Stillhouse Road
Widening Project.
30. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
