15-CHANGE ORDER NO. 1 TO CONTRACT WITH RICHARD DRAKE CONSTRUCTION CO.CITY COUNCIL AGENDA ITEM BRIEFING SHEET Submittal Date: Originadng Department- Presented By: Agenda Item No.: 03-04-20] 1 Engineering, Planning Shawn Napier, P.E. Director of Council Date: & Development Engineering, Planning & 15. 03-14-2011 Develo ment RECOMMENDED MOTION: Deliberate and act on a Resolution approving change order #1 to the contract with Richard Drake Construction Co., LP in the amount of $6,124.00 for the Trail de Paris extension between SE 81n and 12 In Streets; authorizing the City Manager to negotiate and execute all necessary documents. POLICY ISStTE(S): Cantract Change Order BACKGROUND: This change order is needed in order to make structural modifications to the bridge that is to be installed on the Trail de Paris between SE 8'h and 12`h Streets. The attached letter from Clottey Engineering, Inc. explains why the modifications need to be made to the bridge. The City will be using a railroad flat car for a pedestrian bridge. The purchase amount of the bridge was $14,740.00. Even after all the needed modification and the concrete work the price per square foot will be approximately $70/square foot. The bridge that was completed last year across Smith Creek going into the Water Treatment Plant cost approximately $140/square foot. The reason for the big difference in price is that the Smith Creek bridge will need to carry loaded chemical trucks delivering to the Water Plant, but the Trail de Paris bridge will be a pedestrian bridge that has to carry the occasional small vehicle. Staff recommends approving the change order in the amount of $6,124, which will make the new contact amount $117,677.00. City Engineer City of Paris 150 SE 1 S` Street Paris, TX 75460 RE: Modification af Railroad Flat Car to Pedestrian Bridge Dear Shawn, February 11, 2011 As you know, the information needed for the design detaiis for the zailroad flat caz was not obtainable at the beginning because the flat car was located out of State. Hawever, in order not to delay the design we used phatographs to develop most of the design. During subsequent sites visits after the flat car was shipped to Paris closer examinations of the structural components were made. It was during these examinatians that it was determined that some of the sizes and lacations of some of the structural members were not correctly detailed. These variations require that additional shvctural modifications be made to provide the addirional bracing to ensure the flat car will functron adequately as a pedestrian bridge. Specifically, more steel stiffeners need to be added to the webs of the suppart beams and cover plates need to be added to the flanges of the support beam at each end of the bridge. E~en though tlae changes were held to the minimum required they are necessary and labor intensive on the part o f the contractor. If the bridge had been available for examinatian prior to beginning the design these stiffeners and cover plates would have been included in the initial design and the contractor would have reflected that wark in his bid price. Therefare, I believe that the addition of this work now is not adding any cost that would not have been included if this work was included in the original bid. In conclusion, I believe that the contractor's requested change order price of $6,124 is in line with the work to be performed. Please let me know if you have any questions or require additional inf"ormation. Sincerely, Clifford lottey, Ph.D., .E.
