BACKGROUND:
At the Council meeting of February 14, 2011, City Council discussed this item at the request of Council
Member Jason Rogers. It was a consensus of City Counci] to have Mr. Anderson draft a job description
and advertise the position with TML and ICMA. City Council asked that this item be placed on the
March 14" Agenda.

JOB DESCRIPTION
CITY MANAGER
General Statement of Duties
The City Manager is the chief executive officer and the head of the administrative branch of the City
government. The Manager is responsible to the City Council for directing the overall affairs of the city,
managing the organization, and developing programs to implement the City Council's policies and
priorities.
Essential Duties and Responsibilities
1. Approves the appointment and removal of all City employees except those who report directly
to the City Council.
2. Prepares and submits an annual budget to the City Council and is responsible for its
administration after adoption.
3. Prepares and submits to the City Council annually a report on the finances and activities of the
City for the previous year.
4. Keeps the City Council advised of the financial condition and needs of the City and makes
recommendations to the City Council as circumstances dictate.
5. Performs other duties as prescribed by the City Charter or required by the City Council that are
not in conflict with existing law or proper ethical conduct.
6. Follows federal, state, and local law as it applies to the City.
7. Coordinates and directs the activities of all the City departments. Supervision is exercised over
a ten directors who oversee 27 operational areas.
8. Within the framework of general policy established by the City Council, duties are performed
with wide latitude of action in planning and directing municipal functions. Work is reviewed by
the City Council through periodic evaluations.
9. Interacts with the public as a spokesman far the City.
Knowledge, Skills and Abilities
1. Extensive knowledge of public administration with particular reference to municipal
administration.
2. Extensive knowledge of the general laws, ordinances, and regulations as they apply to
municipal government.
3. Ability to organize, direct, and coordinate the activities of various City departments.
4. Ability to develop long-range plans and programs.
5. Ability to make decisions on matters of major policy and administrative problems in a timely
manner.
6. Ability to meet and deal effectively with the City Council, other government entities, civic
groups, and the public.
Minimum Qualifications
Education and/or Experience - A Bachelor's degree in public or business administration or a
related field and a minimum of ten year's experience as a city manager, assistant city manager,
or city department head is required. A Master's degree is a plus.
Certificates, Licenses, Registrations
Valid Class "C" Texas driver's license.
Physical Demands
Physical ability to lift 10-20 pounds, must be able to sit for long periods of time, sensory demands
typically require speaking, hearing touching and seeing, finger dexterity is needed to access, enter and
retrieve data using a computer keyboard or other office equipment, requires occasional bending,
stooping, kneeling, reaching and pushing or pulling drawers to retrieve files, must have visual acuity to
endure eye strain of working on a computer for extended periods of time, must be able to hear,
mobility required to inspect work of staff, physical mobility needed to moving around a warksite for
the purpose of monitoring quality of work.
Work Environment
Employee works in an office setting but must occasionally go out into the field to respond to
complaints or inspect work of staff, must interact with upset citizens or on occasion, office climate is
moderate; however in the field work temperatures can range from very hot to very cold.
