2011-031 RES APPROVING CHANGE ORDER NO ONE TO THE CONTRACT FOR CONSTRUCTION OF THE TRAIL DE PARIS EXTENSION FROM SE 8TH ST TO SE 12TH STRESOLUTION NO. 2011-031 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, APPROVING CHANGE ORDER NO. ONE TO THE CONTRACT FOR THE CONSTRUCTION OF THE TRAIL DE PARIS EXTENSION PROJECT FROM S.E. 8TH STREET TO S.E. 12TH STREET; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, on July 26, 2010, the City Council of the City of Paris passed Resolution No. 2010-083, awarding the contract for Trail de Paris Extension Project from S.E. 8th Street to S.E. 121h Street, to Richard Drake Construction Company of Paris, Texas; and, WHEREAS, the City Engineer, Shawn Napier, acting as project engineer, recommends the amendment of the contract for said project based on the actual materials to be used, and providing for a net increase of $6,124.00 in the contract price, for a revised contract price of $117,677.00, the contract time will be increased by 150 calendar days, the date for completion of all work will be June 25, 2011; and, WHEREAS, Change Order No. One attached hereto as Exhibit A, should in all things, be approved, and the City Manager should be authorized to execute the necessary documents. 1VOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble of this resolution are hereby in all things approved. Section 2. That Change Order No. One to the Contract for the Trail de Paris Extension Project from S.E. 8th Street to S.E. 12th Street, attached hereto as Exhibit A, and providing for a net increase of $6.124.00 in the contract price, for an amended total contract price of $117,677.00, be, and the same is hereby approved. Section 3. That the City Manager be, and he is hereby, authorized and directed to execute, on behalf of the City of Paris, any necessary documents, upon the terms and conditions in Exhibit A, attached hereto. City Engineer City of Paris 150 SE ls` Street Paris, TX 75460 RE: Modification of Railroad Flat Car to Pedestrian Bridge Dea.r Shawn, February 11, 2011 As you know, the information needed for the design details for the railzoad flat car was not obtainablc at the beginning because Lhe flat car was located out of State. However, in order not to delay the design we used photographs to develop most of the design. During subsequent sites visits after the flat car was shipped ta Paris closer examinations of the structural components were made. It was during these examinations that it was determined that some of the sizes and locations of some of the structural mennbers were not correctly detailed. These variations require that additional structural modifications be made to provide the additional bracing to ensure the flat car will function adequately as a pedestrian bridge. Specifically, more steel stiffeners need to be added to the webs of the support beams and cover plates need to be added to the flanges of the support beam at each end of the bridge. Even though the changes were held to the minimum required they are necessary and labor intensive on the part o f the contractor. tf the bridge had been available for examination prior to beginning the design these stiffeners and cover plates would have been included in ihe initial design and the contractor would have reflected that work in his bid price. Therefoze, I believe that the addition of this work now is not adding any cost that would not have been included if tlus work was included in the original bid. In conclusion, I believe that the eontractor's requested change order price of $6,124 is in line with the work to be performed.
