Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, March 28, 2011. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. The
Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the
matter to a future agenda, to an existing policy, or to a staff person with specific factual information.
Claims against the City, Council Members, or employees, as well as individual personnel appeals are not
appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Counci] Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on March 14, 2011.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Planning and Zoning Commission minutes (2-7-2011)
b. Paris Historic Preservation Commission minutes (2-28-2011)
7. Deliberate on February monthly financial report.
8. Deliberate on drainage ditch maintenance report.
9. Deliberate and act on a Resolution approving a proclamation declaring the month of
April as Fair Housing Month.
Regular Agenda
10. Deliberate and possibly act on a Resolution Designating the authorized signatories for
drawdown requests from the Office of Rural Community Affairs for all of the City's
Texas Community Development Program Projects. Deliberate and act on a Local
Opportunity Plan for Texas Community Development Program Projects.
11. Public hearing and deliberate on findings of the City's Texas Community Development
Block Grant Program Contract No. 728056 STEP Water Improvements Project.
12. Hear and deliberate on independent audit of the city's financial records.
13. Deliberate and act on a Resolution adopting and approving a new Section 2- Equal
Opportunity & Harassment Policy to the City of Paris' Personnel Policies and Procedures
Manual to address all forms of unlawful harassment in the workplace and to adopt
procedures to implement this policy.
14. Deliberate and act on a Resolution approving Change Order No. 2 to the contract with
Richard Drake Construction Co., LP to the Trail de Paris Project between SE 8th and 12"
Streets.
15. Deliberate and act on renovations to City Hall.
16. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
pending or contemplated litigation and/or on matters in which the duty of an attorney to
his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflicts with this chapter.
17. Reconvene into open session and possibly take action on those matters discussed in
Executive Session.
18. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
19. Adjournment.
