Development afDiversity Training Program for Paris, Lamar County, Texas
1. Introduction
Nortii East Texas Workforce Development Baard (hereinafter referred to as the "Board") is soliciting proposals for
an organization to develop a Diversity Training Program for Managers and Small Business Owners in the Paris,
Lamar County area of Texas with an affordable and easily deliverable training program for their emplayees.
A. Bacicaround
Realizing that a labor market is defined by the geogaphical area in which people live and work, typically
determined by commuting patterns, alf la6or inarkets are iocal. This Diversity Training Program will include Board
Members and Staff; the one-stop center system, key economic development entities, employers, business
associatians, labor, elected officials, education, community organizations, and ather key stakeholders in tlle local
WDA. Exhibit A will provide the demographics for the local WDA of Paris, Lamar County, T'exas.
B. Obiective
The Board dba Workforce Salutions Northeast Texas in partnership with Paris Economic Development Corporation
and other cornmunity partners is seeking to pracure the following services and deliverables: a Diversity Needs
Assessment and Repart; Diversity and Inclusion Best Practices Report and Diversity Summit Event and Report.
"1'he scope of the Diversity 'I'raining Pragram wSll encompass a braad-based detailed assessment of the existing
industry needs based on face-to-face interviews, focus groups, surveys or other methods af primary data gathered
from business, industry, community-based organizations and other community leaders. Identify real and perceived
strengths and opportunities, as well as weaknesses and threats related to diversity issues in Paris and Lamar County.
T'he purpose of the assessment is to provide usefiil information to key laca( stakeholders, including employers and
workers as well as policymakers, workforce and economic development practitianers, and educators. The
assessmeni witl provide stakehotders the information they need ta develop a shared view of the critical economic
and social challenges that confront them and a forum within which they can find solutions. It should focus not only
on the needs, but also on assets and resources.
C. Services to be Purchased
"T'he Scope of VJork includes a report that includes, but is not 1 imited to:
1. The current environment in Paris anc! Lamar County regarding critical needs, requirements and
axpectations related to diversity and inchisiveness.
2. The importance of diversity to business and community, the economic factors and implications of being
proactive versus reactive or comptacent.
3. The criUCal success factors and ather considerations that support the "business case" for diversity.

4. Recommendatians for a shared vision statement, common objectives, and a"diversity campact" that
individuals can sign, to make a commitment to diversity on both a personal, professianal and organizational
level.
5. Other findings, insights, observation5, recommendations, etc. that are brougllt to light as a result of this
proce.5s.
6. Recammendations for tlie agenda, structure and focus for a community-wide ciiversity summit event, as
well as a separate yauth-focused summit event.
7. Identify and preseni best practices in diversity and inclusion, from the start, evolution and expansian to
show how they are integrated into the mission, vision, goals and values ofi an organization. This can be
fram existing companies or other organizations, both insidc and outside the region. This includes, but is
nat limited to the following:
• Best practices that highlighi organizational initiatives, policies, procedures, etc. to pranote diversity
and inclusion in the workplace;
• Examininb best practices in recruiting, managing and retaining a diverse workf'orce in various industry
sectors;
• Examining issues faced by various minority groups in society and in the workplace and ways to create
a mare inclusive enviranrnent for them, with special emphasis on two areas which are aften neglected -
veterans and disabled workers,
• Best practice strategies to attract critical lcnowledge, skills and abilities into the local and regional talent
pool, as well as, strategies for positioning our communitv for the economic recovery by identifying
employers of choice and showcasing our diverse warkforce as a competitive advantage;
■ Plan, organize and deliver the Paris Diversity Summit to provide an opporiunity for the public, private
anci non-profit secCors, as Nvel l as the diverse communities in Paris, to join together and hear about best
practices, receive inspiration about our possibilities and share their perspectives and ideas with each
other to make our community a better place, focusing on sotutians;
■ Aftei- the summit, produce a Diversity Summit Final Report with the purpase to summarize our summit
and share its highlights with our community and beyond. Also to identify local accamplishments,
continuing concerns and recommendations, and to explore and engage in conversations about where we
go from here.
8. Identifying key issues and obstacles as follows:
• Qpportunities for and barriers to economic growlh.
~ Economic development activities and resources.
• Capacity of the P-l6 educational institutions to meet current and future workforce needs.
■ Asset mapping for leveraging resources
9. Developing specific strategies.
• Develapment of a Diversity Training Program to inc(ude a toolkit for Small Business Qwners
10. Formulating Action Flans wSth consideration of financial resources
11. tdentifying Specific Implementatian Activities
12. Establishing a program to monitor results
The Contractor will be expected to determine the best methodology for addressing the issues identified. Proposers
should consider such techniques as:
■ Drawing from exisiing data and information,
■ Conducting survey research,

■ Conducting focus groups,
■ Conducting int.erviaws, and
■ Making site visits.
A written Diversity 'I'raining Progam Report, and an accompanying action pian with specific implementing
activities will be produced and presented to the Board, the Diversity Taskforce and the City of Paris officials. A
communicatiaris and eonunmiity engagement strategy for disseminating the Report will be created.
Project deliverables
■ Master Work Schedule-Seven (7) days after a contract is awarded, the contractor will submit a mastar
work schedule for approvaL "I'he work shauld be completed in l I8 days.
■ Monthly Frogress Repoi-ts -A monthly progress report for tlie previaus month will be submitted, The
report vvill provide the current staTus of the project, significant accomplishments, and any prablems and
recommended solutions.
■ Interview notes and raw data.
■ Communications and community engagement strategy.
■ Electronic data base, if relevant.
• Strategic plan with specific goals, and objectives
■ Draft Report - provided on disk (PDF and Microsofi Ward) nat later than 60 days following award.
■ Final Report and lmplementation Plan 30 Copies of the final report and implementation plan will be
submitted with a repraducible master disk and Pawer Point Presentation of no more than 30 minutes.
The final repart will include a detailed executive summary.
■ Development of a Diversity Training Program to inchade a toolkit for Small Btisiness Owners.
D. Lensth of Contract
A contract award is plamied cio tater than March 08, 2011. Contract Start Date is planned for Mareh 14, 2011 and
project will end June 30, 2011.

28, 2011 5:00 PM CDT.
3.2 Candidates must provide a signed offer containing all information requested in this Request
for Proposai. Please submit fotir (4) copies of offer to the individual listed below. Proposals may be
