Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, April 11, 2011. The meeting will be held at the City Council
Chamber, 107 E. Kaufinan Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. The
Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the
matter to a future agenda, to an existing policy, or to a staff person with specific factual information.
Claims against the City, Council Members, or employees, as well as individual personnel appeals are not
appropriate for citizens' forum.)
5. Public Announcements.
a. Proclamation declaring April as Autisrn Awareness Month.
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
6. Deliberate and act on the approval of minutes from the meeting on March 28, 2011.
7. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Building and Standards Commission minutes (2-21-2011)
b. Board of Adjustment minutes (3-1-2011)
c. Paris Economic Development Corporation minutes (2-8-2011)
d. Paris Historic Preservation Commission (3-9-2011)
Regular Agenda
8. Deliberate and act on the Final Plat of Lot 1, Block A, Loop 286 GBB Addition, located
at 2015 Loop 286 N.E.
9. Deliberate and act on the Re-plat of Lot Block A, Townwood Estates #l, located in the
1000 Block of Cannon Place.
10. Deliberate and act on the Re-plat of Lot 4-A, Block A, Morningside North #1, located at
30 42"d Street S.E.
11. Deliberate and act on a Resolution adopting and approving a new Section 2- Equal
Opportunity & Harassment Policy to the City of Paris' Personnel Policies and Procedures
Manual to address all forms of unlawful harassinent in the workplace and to adopt
procedures to implement this policy.
12. Deliberate and possibly act on a Resolution approving and authorizing the execution of a
Joint Election Agreement between the Paris Independent School District and the City of
Paris to share common polling places for the May 14, 2011 Election.
13. First reading, deliberate and possibly act on an Ordinance declaring the unopposed
candidate in Council District 5 for the May 14, 2011, general election to office;
determining that no general election be held; and directing that a certificate of election be
issued to the unopposed candidate.
14. Deliberate on participating in a joint diversity training project with PEDC and Texas
Workforce Commission.
15. Second reading, deliberate, and possibly act on an Ordinance regulating procedures and
policies pertaining to the operations of Wrecker, Towing, and Storage Facilities in the
City of Paris. (A motion to remove this item from the table is required before deliberating.)
16. First reading, deliberate and possibly act on an Ordinance amending Chapter 24 Article II
Special Events of the Code of Ordinances of the City of Paris, and amending Chapter 3
Alcoholic Beverages of the Code of Ordinances of the City of Paris, to provide new rules
and regulations for the sale and consumption of alcoholic beverages at an event requiring
a Special Events Permit.
17. Convene into Executive Session pursuant to Section 551.071 of the Texas Government
Code, Consultation with Attorney, to receive legal advice from the City Attorney about
pending or contemplated litigation and/or on matters in which the duty of an attorney to
his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflicts with this chapter.
18. Reconvene into open session.
19. Deliberate and possibly act on the separation agreement between the City of Paris and
former City Manager, Kevin Carruth.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
