00-Agenda CITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, April 25, 2011. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. The Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meetings on April 11, 2011 and April 14, 2011. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Planning and Zoning minutes (3-10-2011 and 3-28-2011) 7. Deliberate on March monthly financial report. 8. Deliberate on drainage ditch maintenance report. Regular Agenda 9. Public hearing, first reading, deliberate and possibly act on an Ordinance amending the City's Future Land Use Map as it pertains to the property located on Lot 2, Block 1; Lot 1, Block 2; Lots 1 and 2, Block 3, Lots 4-9, Block 6; Lots 1-10, Block 7; Lots 1-11, Block 8; Lots 7-12, Block 9; Lots 1-12, Block 10; Lots 1-12, Block 11; Lots 1-12, Block 12; Lots 1-12, Block 13, Texas and Pacific Addition; Lots 3 & 4, City Block 162 of the City of Paris, Lamar County, TX be changed from a Light Industrial Area (LI) to a Heavy Industrial Area (HI). 10. Public hearing, first reading, deliberate and possibly act an Ordinance considering the request for zoning change for the following tracts: (a) from a Light Industrial District (LI) to a Heavy Industrial District (HI) on Lot 2, Block 1; Lot 1, Block 2; Lots 1 and 2, Block 3; Lots 4-9, Block 6; Lots 1-10, Block 7; Lots 1-11, Block 8; Lots 7-12, Block 9, Texas & Pacific Addition; and Lots 3 and 4, Block 162; (b) and a change in zoning from a Commercial District (C) to a Heavy Industrial District (HI) on Lots 1-12, Block 10; Lots 1-12, Block 11; Lots 1-12, Block 12; Lots 1-12, Block 13, Texas & Pacific Addition, said property being located generally between South Church Street, Sixth Street S.E., Paris Boulevard and Union Pacific Railroad. 1 l . Presentation of Paris Economic Development Corporation's Quarterly Report. 12. Presentation on an Airport Master Plan for Cox Field. 13. Second reading, deliberate, and possibly act on an Ordinance amending Chapter 24 Article II Special Events of the Code of Ordinances of the City of Paris, and amending Chapter 3 Alcoholic Beverages of the Code of Ordinances of the City of Paris, to provide new rules and regulations for the sale and consumption of alcoholic beverage at an event requiring a Special Events Permit. 14. Deliberate and possibly act on a Resolution approving a Landfill Services Agreement between the City of Paris, Texas and Sanitation Solutions, Inc.; and authorizing the Mayor to negotiate and execute all necessary documents. 15. Deliberate and possibly act on a Resolution declaring certain city personal property as surplus property to be donated to the Incubator Project. 16. Public hearing, deliberate and approve the nomination of certain Historic Signs located in the Downtown Historic District. 17. Deliberate and act on a Resolution authorizing a grant application to the Automobile Burglary and Theft Prevention Authority for continuation of the Northeast Texas Auto Theft Task Force. 18. Convene into Executive Session pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter. 19. Reconvene into open session. 20. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 21. Adjournment.
