RECOMMENDED MOTION:
Deliberate and act on a Resolution approving change order #1 to the contract with R.K. Hall
Construction Co., LTD in the amount of $8,233.30 for the S. Collegiate Drive project; authorizing the
City Manager to negotiate and execute all necessary documents.

BACKGROUND:
This change order includes three items: first is installation of a fire hydrant extension in the amount of
$260.00 because the water line was deeper than expected when it was excavated. The second is in the
amount of $7,973.30 for the removal of 797.3 square yards of concrete paving that averaged 12-inches
think. The concrete was found in the north section of S. Collegiate Drive under the asphalt paving. The
last change is the addition of 90 calendar days to the project due to delays in Right-of-Way acquisition,
easement acquisition, and utility relocations. The new completion date is proposed to be July 27th, 2011.
Staff recommends approving change order #1 in the amount of $8,233.30. If approved the new contract
amount would be $1,473,973.70.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING CHANGE ORDER NO. ONE TO THE CONTRACT BETWEEN R.
K. HALL CONSTRUCTION AND THE CITY OF PARIS, FOR THE SOUTH
COLLEGIATE DRIVE RECONSTRUCTION - SOUTH LOOP 286 TO BIG
SANDY CREEK PROJECT; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, on June 28, 2010, the City Council of the City of Paris passed Resolution
No. 2010-071, awarding the contract for the South Collegiate Drive Reconstruction Project,
to R.K. Hall Construction, LTD of Paris, Texas; and,
WHEREAS, the City Engineer, Shawn Napier, acting as project engineer,
recommends the amendment of the contract for said project based on the actual materials
to be used, and providing for a net increase of $8,233.30 in the contract price, for a revised
contract price of $1,473,973.70, the contract time will be increased by 90 calendar days,
the date for completion of all work will be July 27, 2011; and,
WHEREAS, Change Order No. One attached hereto as Exhibit A, should in all
things, be approved, and the City Manager should be authorized to execute the necessary
documents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby
in all things approved.
Section 2. That Change Order No. One to the Contract between R.K. HALL
Construction and the City of Paris for the South Collegiate Drive Reconstruction - South
Loop 286 to Big Sandy Creek Project, attached hereto as Exhibit A, providing for a net
increase of $8233.30 in the contract price, for an amended total contract price of
$1,473,973.70, and a 90-day increase in contract time be, and the same is hereby approved.
Section 3. That the City Manager be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, any necessary documents, upon the terms and
conditions in Exhibit A, attached hereto.
Section 4. That this resolution shall be effective immediately upon passage.

1) Install one fire hydrant extension @a, $260/each - $260.00.
2) Remove 797.33 SY concrete pavement (average 12" thick) @ $10.00/SY = $7,973.30.
3) 90 calendar day time extension.
Justification:
1) Depth of existing water main unknown until location for new fire hydrant was excavated.
2) Existing concrete pavement was underneati existing asphalt pavement.
3) Due to easement acquisition and utility relocation delays not controlled by contractor.
Change to CONTRACT PRICE:
Original CONTRACT PRICE: $1.465.740.40
Current CONTRACT PRICE adjusted by previous CHANGE ORDER $ 1,465.740.40
The CONTRACT PRICE due to this CHANGE ORDER will be increased by: $ 8,233.30
The new CONTRACT PRICE including this CHANGE ORDER will be $ 1,473.973.70
Change to CONTRACT TIME:
The CONTRACT TIME will be increased by 90 calendar days.
The date for completion of all work will be July 27, 2011.

To be effective this Order must be approved by the Federal agency if it changes the scope or
