BACKGROUND:
Ark-Tex Council of Governments allows for three representatives of the governing board to serve.
Historically the Mayor, Mayor Pro Tem and one Council Member served on the Board. Because these
appointments are Council Members, the term is for one year beginning in June, following May elections.
Ark-Tex Council of Governments Board of Directors adopts the annual budget, fixes the dues for the
member governments, oversees various programs, and sets policy for the arganization.
Visitors and Convention Council administers the City's hotel/motel occupancy tax and includes
positions for the Mayor, City Manager and one Council Member. Council Member terms are for one
year beginning in June, following May elections.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
TEXAS, APPOINTING MEMBERS TO THE BOARD OF DIRECTORS OF
THE ARK-TEX COUNCIL OF GOVERNMENTS AND RECOMMENDING
MAYOR A.J. HASHMI, M.D., AND MAYOR PRO-TEM RICHARD
GROSSNICKLE, M.D. TO SERVE ON THE EXECUTIVE COMMITTEE OF
THE ARKTEX COUNCIL OF GOVERNMENTS; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; A1VD
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on September 8, 1969, the City Council of the City of Paris, by
Resolution No. 1330, jointed the Ark-Tex Council of Governments; and,
WHEREAS, in accordance with the Bylaws of the Ark-Tex Council of
Governments, its Board of Directors shall be composed of inembers elected or appointed by
its membership; and,
WHEREAS, the City Council is entitled to appoint three of its members to serve
on the Board of Directors of the Ark-Tex Council of Governments, as provided in said
Bylaws; and,
WHEREAS, there exists two vacancies in the City's representation on the Board of
Directors of the Ark-Tex Council of Governments due to Will Biard and Rhonda Rogers no
longer being members of the City Council, and it is necessary to appoint their successors;
and,
WHEREAS, the Mayor of the City of Paris does hereby recommend the
appointment of A.J. Hashmi, M.D., and Richard Grossnickle, M.D. and the (re)appointment of
to the Ark-Tex Council of Governments for terms of one
(1) year, beginning June 1, 2011, and ending May 31, 2012, or for as long as they are
members of the City Council or until their successors are duly appointed; and,
WHEREAS, the Mayor does also hereby recommend the appointment of A.J.
Hashmi, M.D. to serve on the Executive Committee of the Board of Directors of the Ark-Tex
Council of Governments.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS.
Section 1. That the findings set out in the preamble to this resolution are
hereby in all things approved.
Section 2. That A.J. Hashmi, M.D. be, and he is hereby, appointed, and that

Richard Grossnickle, M.D. be, and is hereby appointed, and that be
and is herby (re) appointed to serve as members of the Board or Directors of the Ark-Tex
Council of Governments for terms of one (1) year, beginning June 1, 2011, and ending May
31, 2012, or for as long as they are members of the City Council, or until their successors
are duly appointed; and,
Section 3. That Mayor A.J. Hashmi, M.D. be, and he is hereby, recommended
for appointment to the Executive Committee of the Board of Directors of the Ark-Tex
Council of Governments.
Section 4. That this resolution shall be effective from and after its date of
passage.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS
APPOINTING AS A MEMBER OF THE
VISITORS AND CONVENTION COUNCIL OF THE CHAMBER OF COMMERCE
OF LAMAR COUNTY; MAKING OTHER FINDINGS AND PROVISIONS
RELATED TO THE SUBJECT; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, on Novernber 8, 2010 the City Council of the City of Paris by Resolution
No. 2010-112, authorized the execution of a contract with the Chamber of Commerce of
Lamar County, Inc. providing for the use of hotel occupancy tax funds to promote and
advertise the City of Paris; and,
WHEREAS, the Chamber of Commerce created the Visitors and Convention Council
to carry out its contractual obligations to administer the use of said hotel occupancy tax
funds; and,
WHEREAS, the Mayor, the City Manager and one other City Council Member serve
as full voting members of the Visitors and Convention Council; and,
WHEREAS, the term of office of Council Member Rhonda Rogers, as a member of the
Visitors and Convention Council of the Chamber of Commerce of Lamar County, expired on
May 31, 2011; and,
WHEREAS, the Mayor of the City of Paris hereby recommends
to serve on the Visitors and Convention Council for a one-year term beginning June 1, 2011,
and ending May 31, 2012, and has submitted the name of such person to the City Council
for confirmation;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS, THAT:
Section 1. The findings set out in the preamble to this resolution are hereby in
all things approved.
Section 2. That the appointment of as a
member of the Visitors and Convention Council of the Chamber of Commerce of Lamar
Count, for a term of (1) year, beginning June 1, 2011, and ending May 31, 2012, be and is
hereby, confirmed.
Section 3. This resolution shall be effective immediately upon passage.
