Qualifications for Council Members are as follows: Subchapter A. Texas Election Code - Eligibility for Public Office Sec. 141.001 To be eligible to be a candidate for, or elected or appointed to, a public elective office in this state, a person must: Be a United States citizen; Be 18 years of age or older on the first day of the term to be filled at the election or on the date of appointment as applicable; Have not been determined mentally incompetent by a final judgment of a court; Have not been finally convicted of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities; Have resided continuously in the state for twelve months and in the territory from which the office is elected for six months. Paris City Charter Section 17 To be eligible to be a candidate for, or elected or appointed to, a public elective office, a person must: Be 18 years of age or older; Be a United States citizen; Be a resident of the State of Texas for twelve months as of the deadline for filing for office, and a bona fide resident of the district in which the person seeks election for twelve months as of the deadline before filing for office; Have not been convicted of a felony; Have not been adjudged to be mentally incompetent by a court or be disqualified by reason of any provision of any section of the City of Paris Charter or of Chapter 141 of the Texas Election Code. A member of the council shall immediately forfeit his office if the member ceases to possess any of the qualifications specified in section 17 or in any other section of the Charter or while in office is convicted of a felony, is placed on felony probation or is otherwise subject to any type of court supervision following disposition or resolution of a felony charge. For purposes of this section, a bona fide residence shall be defined as a place in which the council member actually resides, prima facie evidence of which may include a utility account in the name of the council member, or the member's spouse, parent or child with whom the member actually resides. Council announces vacancy and asks all qualified persons interested in serving on the council to write a letter stating their reasons for interest in the position and their qualifications. 2. The letters should be addressed to the Mayor and Council and sent to the attention of the City Clerk. 3. Council sets a time to begin and stop receiving letters and also sets the date for interviewing candidates. 4. The City Clerk reviews the applicants as though they were candidate applications for eligibility in accordance with the Charter and election laws. 5. Applicants who do not meet the qualifications to fill the vacancy will be notified of that fact by the City Clerk. 6. Letters will be placed in the council packets for a special meeting. 7. Council holds a special meeting to interview applicants. 8. Council votes to select candidate to fill vacancy. 9.
